On February 13, 2024, Licensing Program Analyst (LPA) Carolyn Tuba conducted an unannounced required 3-year inspection. A COVID-19 risk assessment was conducted prior to entering the facility. LPA met with Site Supervisor/Lead Teacher, Annelle Varajas and LPA took a census of 10 children and 2 staff in care. The program operates as a Head Start and State preschool program. LPA called and spoke with Child Development Supervisor, Ryan Martinez who arrived at approximately 10:00 am to facilitate the visit as she is located off-site at their main office.

Hours of operation: The days and hours of operation for the Head Start Preschool and State Preschool: Monday-Friday, 8:00 A.M.- 11:30 A.M. and 12:30 P.M. – 3:30 P.M.

Location: LPA entered facility through the Workman Elementary School’s front office and was instructed to walk across the street to the north side of the campus. LPA met with staff who allowed LPA to enter through a chain link fence into the Head Start and State preschool program to Room #K4. There are 3 other classrooms that are currently vacant and not licensed through the Department. The portable and the playground are surrounded by a chain-link fence, separating it from the rest of the elementary school. The portable is one large classroom with three restrooms: two for the children, one for staff, a kitchen, and a staff office. The chain-link fence which surrounds the portable are kept locked during operating hours and are only unlocked when children are being dropped off and picked up. The children enter through one door. Staff and children have access to an emergency exit door on the other side of the portable. To gain access to the school there is a side gate for parents to drop-off and pick-up children. There is a playground which has a play structure that is currently being reassessed by the school District for safety. There are toys and gross motor equipment kept inside a storage room.

adjacent to the door through which the children enter the classroom. LPA viewed a copy of the monthly menu, which is posted inside. Parents also have access to the breakfast, lunch and snack menu on class Dojo, as well as the district website. All food is provided by the School District. Children are served Breakfast at 8:00 am, lunch at 11:00 am and the afternoon program receive lunch at 12:30 P.M.

Portable has a kitchen area which contains a mini refrigerator. There is currently no children on medication but if children do have medication then it will be kept in a locked cabinet labeled "Medication" in the kitchen. LPA observed and inventoried First Aid Kit, which is kept in the kitchen cabinet labeled with a sign. The cleaning supplies are kept in the cabinet under the kitchen sink, which is locked with a chain and padlock. All classroom cabinets are inaccessible with child proof locks.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. There is a carbon monoxide and smoke detectors that are connected to the elementary school and are tested by the school district through-out the year. The last annual maintenance on the Fire Extinguisher was on August 8, 2023. Last Earthquake Drill was documented and conducted February 2024.

Inside the portable, there are two (2) children's restrooms, which has two (2) child-size toilets and (two) 2 child-size sinks located inside each bathroom near the kitchen. According to staff children bring water bottles from home for the use of drinking water and refills are provided using Brita Water Pitcher and disposable cups are available. The filtered water pitcher is filled from the kitchen sink. The adult restroom is located inside the portable and is used by staff only.

There is currently no napping equipment, as children do not nap at the facility. LPA observed Parent sign-in/out sheets are being filled out correctly and Child Development Supervisor was reminded parents use full signatures.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

Child Development Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Staff is fingerprint cleared by the School District.

Child Development Supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

There were no deficiencies cited during today’s inspection.

A notice of site visit was given and must remain posted for 30 days.
