On 3/12/2025 at 9:25 AM, Licensing Program Analysts (LPAs) Lilli Babcock and Monica Ruiz conducted an unannounced required inspection. A COVID risk assessment was conducted. LPAs met with Education Coordinator, Ana Ortega, who guided LPAs on a tour of the facility. This is a preschool age program located on the premises of West Whittier Elementary School. Facility is currently licensed for a capacity of 40 children. Class 01 operates Monday – Friday from 8:00 AM – 2:30 PM and Class 02 operates Monday – Friday from 8:00 AM – 2:300 PM. Per the Education Coordinator there are 32 children enrolled.

All areas identified on the Facility Sketch were inspected. The following staff were present during this inspection: Class 01: two staff with 16 children; Class 02: two staff with 11 children. One staff floater was also on premises. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision, including visual supervision, of a teacher at all times. The licensed facility is within the conditions, limitations, and capacity specified on the license.

LPAs observed the facility to be clean, sanitary and in good repair. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. Napping equipment (cots) and bedding

Staff Records were reviewed to ensure that a health screening report is on file. Children’s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Criminal Records Clearance for adults and verification of CPR/First Aid documentation was reviewed.

Facility conducted Lead Testing of Water fixtures used for drinking or cooking. Testing had a sample date of 10/5/22 and no exceedances were reported.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22- 05-CCP

LPAs discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care­ licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.


This facility provides Incidental Medical Services - IMS. LPAs reviewed storage of "medication and equipment/supplies, and reviewed children's, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with facility representative,Ed Coordinator, Ana Ortega.

were inspected for good condition, appropriate storage, and cleanliness. Facility has laundry service and bedding is picked up and washed weekly. Storage for children's belongings were inspected. All toilets and washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. At this time, a designated portion of each classroom is used as an isolation area. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted.

Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides breakfast and lunch for all children. All food is provided by Plaza De La Raza's central kitchen and food is delivered daily. There is drinking water available in all indoor classrooms and drinking containers / jugs are taken outdoors. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, and other items that are dangerous to children are stored in an area inaccessible to children. Ed Coordinator states there are no poisons stored at the facility.

LPAs observed that there are smoke and carbon detectors in the facility and were operable on this day. Fire extinguishers were last serviced on 8/22/24, as indicated on the service tag.

The facility has a yard that is fully fenced. Ed Coordinator Ana Ortega states a work order has been submitted to repair a few spots of the astroturf around the play structure in the outdoor play area. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard.

Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day.
