25 | On 4/20/2023, Licensing Program Analyst (LPA) Judy Laureano conducted an unannounced case management visit. LPA Laureano was greeted by Brittany Wilson, facility director. Director guided LPA on a tour of the facility. There were 31 preschool children and 7 staff members providing care and supervision, including director and administrative assistant.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires all licensed Child Care Centers (CCC’s) constructed before January 1,2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every five years after the date of the first test.
Community Care Licensing was notified that lead water testing conducted at the facility on 3/9/2023 exceeded allowable limit for lead. Samples testing over 5.5 ppb/ug L and above is considered an exceedance. The Purpose of today’s visit is to follow up lead testing results of Action Level Exceedances (ALE) and conduct an inspection.
On 4/14/2023 LPA Laureano received notification from director Brittany Wilson, informing CCL that LEAD water testing has been completed in the facility and will prepared the following documents to submit to LPA: LIC 9275, LIC 9276, Facility Sketch (water faucets/outlets identified), pictures of fixtures and test results.
The facility has been identified to have 1 water faucet/outlet located in the Kitchen Area, “C” with an Action Level Exceedance (ALE) in the amount of lead in water being 5.5pb, or greater. Facility Director confirmed the outlet/faucet identified as exceedance of lead shall remain inoperable.
LPA Laureano observed water outlet/faucet identified with an Action Level Exceedance to be made inaccessible to the children in care; pictures were taken. LPA observed area to be taped, area is not an area accessible to the children in care. Director confirmed that children do not have access or are allowed in the space. LPA interviewed Director to ensure children do not have access to the identified sink/outlet that has been identified as exceedance of lead. |
