Licensing Program Analyst (LPA), Keyona Scott, conducted an unannounced annual required inspection to the child care center on 11/30/2022. LPA met with Director, Tracy Schatz, at 10:53 AM. LPA was guided on a tour inside and outside of the preschool. LPA observed proper teacher to children ratios of 64 children in care, in which, seven (7) were toddlers, to 17 teachers. All Adults present, working and/or volunteering at the preschool have a criminal record clearance or exemption.

This is a preschool with a toddler component. The preschool is located at Westwood Hills Congregational Church. The program operation hours are Monday through Friday, 7:30 AM to 5:30 PM. The program serves children ages 18 months to five (5) years old. There are five classrooms at the childcare center according to the child's age; Garden Room (Toddler Component) ages 18 months to two (2) years old, Adventure Room- two (2) year olds, Sunshine Room- three (3) year olds, Discovery Room- older three (3) year olds and the Rainbow Room (Pre-K) four (4) to five (5) year olds.

LPA observed the following ratios beginning at approximately 10:57 AM: Discovery Room, 14 children to four (4) teachers, Sunshine Room, 16 children to three (3) teachers, Adventure Room, 13 children to four (4) teachers, Garden Room, seven (7) toddlers to two (2) teachers and the Rainbow Room, on playyard, 14 children to four (4) teachers.

Physical Plant
LPA observed facility sketch that is on file at the El Segundo Child Care Regional Office. The facility was kept clean, neat and orderly. LPA observed kitchen playsets, books, arts and crafts materials, table and chair sets and other age-appropriate toys and playthings in each of the classrooms. LPA also observed cubbies and napping mats or cots in each of the classrooms or in the hallway adjacent to the classroom. There is a changing table in both the Adventure and Sunshine classrooms. All poisons and hazardous materials or items are stored, locked and inaccessible to children in care. All floors are clean and safe. LPA observed facility to be clean and free of litter, rubbish, rodents, vermin, flies, gnats and other insects. PAGE 1

The Discovery Room and Sunshine Room share the restroom at the entrance of the facility. LPA observed two (2) sinks and two (2) toilets in the restroom. The Garden Room and Adventure Room utilize the restrooms adjacent to each classroom. LPA observed one (1) sink and one (1) toilet in the first restroom and one (1) sink, one (1) toilet and a changing table within an arms reach of the sink in the second restroom. There is a restroom located in the Rainbow Room with one (1) sink and one (1) toilet. LPA observed all restrooms to be clean, safe, sanitary and functioning.

There are two outdoor play yards at the preschool. The toddler play yard is located adjacent to the toddler classroom. LPA observed tricycles, slide, table bench, playhouse, sandbox, toy shed and other age-appropriate toys and playthings in the toddle play yard. The preschool playyard has two divided areas. The first area has a bicycle track and the second area has play equipment. LPA observed table bench set, kitchen playset, slide aparatus, sandbox, swing set, tricycles and other age-appropriate toys and playthings in the preschool playyard. Per Director the sandbox is cleaned and maintained by staff daily and maintenance workers weekly. Outdoor play areas are fully fenced and free of hazardous and dangerous conditions. Outdoor play equipment is in safe condition and is free of sharp, loose or pointed parts. The surface of the outdoor activity spaces are maintained in safe condition and are free of hazards and are cushioned to absorb a fall. There is an adequate amount of shaded area on both outdoor playyards. Drinking water is readily available both indoors and outdoors.

FACILITY RECORDS
There is at least one person present at facility that is trained and has current CPR and First Aid certification. LPA observed current Mandated Reporter training on file for the personnel files that were reviewed.

LPA reviewed five (3) staff files of the following personnel records during today's inspection: Staff Qualifications; Proof of immunization of measles (MMR), pertussis (Tdap) and influenza; Current Pediatric CPR and First Aid Certification; TB clearance or risk assessment; LIC 503 (Health Screening Report); LIC 508 (Criminal Record Statement); LIC 9108 (Statement Acknowledging Requirement to Report Child Abuse); Mandated Reporter Training Certificate; LIC 9052 (Employee Rights)

LPA observed the following during today's inspection:
  • Facility License
  • Menu- Per Director, parents provide child's daily lunch. Morning and afternoon snack are provided by the preschool. The snack menu is provided and available to child's parent at the beginning of each month. LPA advised Director, that lunch bags and water bottles provided by parent are to be labeled with child's name and properly stored.

LPA reviewed the following documents during today's inspection:
  • Verification of Disaster Fire Drills- last fire disaster drill was conducted on 10/7/2022.

  • LIC 9148 Earthquake Preparedness Checklist


LPA identified the following locations during today's inspection:
  • Medication Storage Area for Children Requiring Permissible Medical Services- LPA observed medication to be properly stored and inaccessible to children in care
  • Functioning Carbon Monoxide Detector, Smoke Alarm(s) and Fire Extinguisher(s)

The following was thoroughly discussed:
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. The following was thoroughly discussed:
Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Dirctor and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

The facility was operating in substantial compliance during today’s inspection on 11/30/2022. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies cited.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with Director, Tracy Schatz.
