Licensing Program Analysts (LPA) Warren Birks conducted an unannounced Required 1 Year Inspection. This is a preschool age program licensed for 91 children which operates Monday – Friday from 7:30 AM – 5:00 PM. LPA met with met with Director of Programs Margaret McMahon and Associate Center Director Stephanie Tjandra who guided the LPA on a tour of the facility.

The entrance to the facility is locked. Parents and visitors enter the facility using a call/buzzer system.
All areas identified on the Facility Sketch were inspected. LPA observed the following Preschool (PS) classrooms: PS1: two staff and nine children; PS2 two staff and six children; PS3 one staff and six children, PS4 two staff and eight children. LPA observed that Teacher-Child ratios were in accordance with Title 22 Regulations and staff names were recorded. All children appeared to be under adequate supervision (including visual supervision), of a teacher at all times. The licensed facility is within the conditions, limitations, and capacity specified on the license.

Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. Storage for medication was inspected to ensure that medications are in a safe place inaccessible to children. All toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. Storage areas for poisons are locked. At this time, the office is used as an isolation area to care for ill children. Cots and chairs available for children to rest and the staff restroom is available to ill children. Parents are contacted immediately when children are determined to be ill.

Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides breakfast, lunch and PM snack.The food is prepared on site by a cleared staff member LPA observed adequate dates labeled on items out of the original packaging.

All kitchen, food prep, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination and contaminated food is discarded immediately. All foods/beverages capable of spoiling are stored in covered containers at 45˚ (F) or less. There is drinking water available in all indoor classrooms and children bring their own bottles and cups are provided. Trash receptacles have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are inaccessible. Items such as lotions and hand sanitizer were out of reach of children. LPA advised Director and Associate Director that items such as these are less hazardous when they are out of sight as well. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements.

Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface appears to be maintained in safe condition and is free of hazards. Areas around and/or under climbing equipment have cushioning material (wood chips) to absorb a fall; the play equipment platform and slide apparatuses is single level only and age appropriate. The Director that there are no bodies of water on the premises and LPA did not observe any bodies of water during this inspection.

Sign in and out sheets were observed to ensured that the person who signs the child in and out uses their own individual pin number (digital sign in and out). Facility is able to print out sign in and sign out sheets if needed. Children’s Records were reviewed to ensure an admission agreement is on file. LPA conducted LIC857 Children's Records Review.

Staff Records were reviewed to ensure that appropriate documentation of education credits is on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed (opening and closing staff have current CPR expires 2/2022). LPA provided the Site Supervisor with the LIC859 Staff Records Review. Proof of immunization against influenza, pertussis and measles for staff was readily available during today's inspection. LPA advised Director to update older staff files.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA advised Director and Associate Director how to access forms, regulations and quarterly updates by visiting the Child Care Licensing website at: www.ccld.ca.gov.

At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing reprehensive. Failure to maintain posting as required will result in a civil penalty of $100.00.



Exit interview was conducted with Director of Programs Margaret McMahon and Associate Center Director Stephanie Tjandra. The Director was provided information regarding their appeal rights (LIC 9058) and their signature and/or read receipt acknowledges receipt of these forms.
