Allegation: Personal Rights-Staff screams at the daycare children

On 11/26/2024, Licensing Program Analyst (LPA), Loyce Phillips, conducted a visit for the purpose of delivering the findings on the above allegation. LPA was greeted by Director, Regina Paley and toured the facility. LPA observed 70 preschool children with 13 staff members.

LPA conducted a full investigation that included interviews with parents, staff, and children. LPA also observed staff/children’s interactions during facility visits. During parent interviews, parents did not express any concerns regarding their child’s teacher and stated they were satisfied with the level of care provided by staff.
The staff that were interviewed expressed the facility staff does not yell at children while in care, nor have they witness other staff yelling at children. Children who were interview, stated their teachers do not yell or scream. Children also stated they feel safe and like coming to school. Children did not disclose any issues or concerns regarding their teachers. During visits to the facility, LPA did not observe any personal rights violations between staff and children. 9099-C

Based on the evidence obtained and interviews conducted, the allegation that staff screams at the daycare children is deemed Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur.

No deficiencies are being cited in accordance with Title 22 of the California Code of Regulations and/or Health & Safety Codes.

An exit interview was conducted, a copy of this report, appeals rights and a notice of site visit were discussed and provided to Director, Regina Paley.
