On 10/24/24, at 1:00pm, Licensing Program Analysts (LPAs) A. Carter and T. Tran conducted an unannounced Annual Random inspection and met with Facility representative, Sandra Valdez. LPAs disclosed the purpose of the inspection and was granted entry unto the facility.

LPAs were taken on a guided tour of both the indoors and outdoors of the facility. Teacher-child ratios were observed, and staff names recorded. All center staff that were present during today’s inspection had fingerprint clearance and are associated to the designated license number. Care and supervision were evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed by LPAs.

The hours of operation are 8:30am – 2:30pm, Monday - Friday. Facility is currently licensed for a capacity of 20. At the initial start of the site visit, there is a total census of 10 children and 3 staff present at time of inspection. LPA observed all posting requirements for operation on the posting board and the following documents were observed: LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, and Activity Schedule.

At 1:10pm furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Children napping equipment met the requirement regulation at time of inspection. This facility uses blue cots for napping. Storage for children's belongings, bathrooms facilities, and isolation areas were inspected. Age-appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, safety, and sanitation. LPAs observed cubbies with toys, puzzles, books, and other appropriate toys to be clean and free of hazards at time of inspection. LPAs observed carpets and age-appropriate tables and chairs in the classroom. LPAs observed red backpacks for first aid kept in the classroom. First Aid supplies were inventoried and were found in compliance with regulation.Breakfast, snack, and lunch menus were reviewed at time of inspection. Facility provides breakfast, lunch, and snacks. All food items delivered daily to the facility by Aloha Elementary cafeteria. Drinking water is provided via filtered water faucet.

LPAs confirmed Carbon monoxide and smoke detectors were present and determined to be in operable condition. Fire extinguishers were observed as serviced on 06/04/24. Hazardous items including poisonous cleaning compounds were stored in locked cabinet above the kitchen sink inaccessible to children in care. A review of medication policy, including administering, labeling, storage, and records was made. Fire & Earthquake drill observed conducted monthly with last drill conducted on 10/22/24, per LPAs observation.

At 1:20pm, LPAs observed outdoor play area which consists of play structure with 2 attached slides and rock climbing, swings, playhouse, sandbox table, and bikes. Outdoor equipment was inspected for safety, cushioning material, good repair, and age-appropriateness. Required shade and fencing were inspected. The children have access to drinking water via water fountain. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed at time of inspection.
· At 1:25pm Teacher Sandra Valdez pointed out a sloped uneven patch of grass that is pending approval to be covered by cement for safety purposes. Until approval staff placed a small table to cover the area making it inaccessible to children in care.

Staff and children’s files are located at the main district office, no files reviewed during today’s visit. LPAs will arrange another visit for file review. However, LPAs observed current CPR and First Aid Certification for center staff expiring on 07/2026.

Facility was informed of responsibility to report suspected Child Abuse by calling the Child Abuse Hotline at 1-800-540-4000. LPAs advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.

LPAs informed the Facility Representative of the Child Care Advocate Program (CCAP) to provide many other helpful resources to the licensees and the public. LPAs advised access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

Facility representative (FR), was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

CCC COMPLETED TESTING AND REMEDIATED LEAD EXCEEDANCES.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA referred FR to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The facility was found in compliance with Title 22 regulations, no deficiency was cited at this time. A notice of site visit was given and must remain posted for 30 days.The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
