25 | On July 11, 2023 @ 9:20 AM, Licensing Program Analyst (LPA) Miriam Cohen conducted a Case Management visit for the purpose of Mildly Ill Childcare Center reopening after the COVID pandemic. The childcare center is located inside Torrance Memorial Hospital Hunt Tower located on the third floor inside the Pediatric Unit. The hours of Operation are as follows: Monday through Friday from 7:00 AM – 11:30 PM. LPA met with Center Director, Gina Sievert; Pediatric Unit Manager, Elizabeth Lowerison; Pediatric Unit Director, Natalie Thorpe. LPA Cohen visited the child care center and inspected the following areas: Sign In/Out sheets, menus, Parent Board with required posters and documentation, First Aid kit, IMS locked cabinet, refrigerator, children’s bathroom with changing table, and sleeping accommodations including pack and play, cots, and two hospital beds. Facility has at least one functioning carbon monoxide and smoke detectors that meet statutory requirements. LPA inspected the outdoor play area, which is located on the lower level, outside of Hunt tower.
All personnel has completed CPR and Pediatric First Aid training as well as Mandated Reporting Certification. is present when children are at the facility or at offsite activities. The name of the child care center director and fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department and a copy of LIC 308 is posted on Parent Board, accessible to the parents. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP
