32 | On 05/20/2026 Licensing Program Analyst (LPA) Lisa Clayton arrived unannounced at the CCC to continue the complaint investigation of a Personal Rights violation. LPA Clayton toured the facility inside and outside for a Health and Safety inspection and observed 27 children in care, being supervised by 4 fingerprint cleared staff. LPA Clayton discussed the complaint allegations with Director Clarisse and Assistant Director Jordan. LPA Clayton interviewed staff and obtained copies of the facility roster and a document related to the complaint.
Based on interviews with the RP, staff, Licensee and review of the LIC 624 Unusual Incident Report, it was determined that the staff encouraged a daycare child to cause harm towards another daycare child. The investigation revealed that the staff member attempted to do a conflict resolution scenario with the children and a child was hit in the face with a frisbee.
Based on LPA’s interviews which were conducted and record review(s), the preponderance of evidence standard has been met, therefore the allegation of Personal Rights is found to be SUBSTANTIATED. California Code of Regulations, Title 22, 101223(a)(1), is cited on the attached LIC 9099D.
LPA Lisa Clayton informed Director Clarisse that this report dated 06/23/2026 documents 1 (one) Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.
Also, LPA Clayton informed Director Clarisse to provide a copy of this licensing report dated 06/23/2026 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
The notice of Site Visit (LIC 9213) must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will results in a civil penalty of 100.00.
