Facility operates Monday through Friday from 8:00 a.m. to 5:30 p.m. Facility is licensed to serve 12 infants ages children ages 0 to 2 years old. Facility is a combo facility with a licensed preschool on site.

LPA observed 3 children in the classroom space with 2 staff members and 1 child in the changing table area with two staff members providing care and supervision.

LPA inspected the classroom and found it to be clean and free from any potential hazards. LPA observed the classroom to have age-appropriate material and equipment and in good repair. Furniture in classroom was found to be in good repair and age appropriate. There is adequate heating, lighting and ventilation for safety and comfort.

Cribs and other napping equipment, as well as bedding, were inspected for good condition, appropriate storage and cleanliness. Storage for children's belongings was inspected. Availability of drinking water was reviewed inside and outside of the facility; water caddies with children size water bottles were observed in the classroom. The facility has a needs and services plan for every infant. First aid kit was observed in the classroom. Children are inspected for illnesses as they arrive. There is a separate area for isolation and care of ill children in the director's office.

• Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.

• Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

Facility utilizes an electronic app, Mybrightday, to document sleep logs for infants. LPA reviewed hardcopy of sleeping log. LPA discussed the importance of ensuring logs are maintained on file for all children, including children who are no longer in the program. Individual Infant Sleeping Plan is completed and in file for each infant up to 12 months of age. LPA discussed LIC 9227, specifically Section D: Infant’s Ability To Roll in Child Care to ensure facility continues to complete the form accordingly.

There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions and other hazardous items are made inaccessible to the children in care.

Facility is available to enroll children that might need Incidental Medical Services. Medication, if needed, would be stored in director's office. Currently, facility does not have any children needing Incidental Medical Services.

No poisons were observed during the inspection. No bodies of water were observed.

Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards.

All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. Facility does not provide or prepare any meals for infants, families are required to bring all food, formula and snacks. Allergies and dietary restrictions are posted in each classroom and in the kitchen area. LPA discussed the importance of maintaining menus for at least 30 days and noting any changes and/or substitutions made. Director confirmed that for children over the age of 1 year old, facility provides an AM/PM snack. Menu was observed in the classroom and kitchen area.

Solid waste storage containers have tight-fitting covers and are in good repair. Areas around high climbing equipment, such as slides have cushioning material to absorb falls.

The facility is free of flies, insects and rodents. There is a working carbon monoxide detector and a centralized sprinkler system. LPA observed working fire extinguishers throughout the facility. Fire drills and earthquake drills are completed by facility.

Capacity and limitations as specified on the license are being maintained.

At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. Pediatric CPR and Pediatric First Aid training was reviewed by LPA; all staff were observed with current certification. LPA reviewed 4 staff files and observed files were complete with health screening, immunization records for influenza, pertussis and measles and current documentation of completed mandated reporter training.

All children are under supervision, including visual supervision, of a teacher at all times.

LPA reviewed a sample of children’s files and observed 6 files complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child, medical assessment, individual feeding plan, and Infant Needs and Services Plan. Director confirmed facility utilizes an electronic system to store all children’s files, hard copies of files were available for review.

Menus are posted at least one week in advance where an authorized representative can view them.

LPA observed required posting such as the Facility License, Emergency Disaster Plan, Child Passenger Restraint System, Parent’s Rights Poster, Personal Rights Form.

The facility has sufficient age appropriate furniture, and equipment including cribs, cots or mats, changing tables and feeding chairs. There is indoor and outdoor activity space for infants and toddlers that is physically separate.

Facility Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
