On 02/20/2025, Licensing Program Analyst (LPA) Lisa Clayton conducted an unannounced Required 3-year Inspection at The Childrens Place. LPA Clayton met with Director Kamilah Higgins. LPA Clayton observed 30 children being supervised and cared for appropriately by 8 fingerprint cleared staff. Days and hours of operation are Monday- Friday from 7:15 a.m. to 5:45p.m. The childcare center provides breakfast, lunch, snacks and water.

LPA Clayton toured the facility indoors and outdoors for a Health and Safety Inspection. Capacity and limitations as specified on the license are being maintained.

All children are under visual supervision of a teacher at all times. The CCC is in compliance with Title 22 regulations regarding Staff to Student ratios.

There are no pools, ponds, or any other bodies of water on the property. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked cabinet area.

LPA Clayton inspected the classrooms and observed age-appropriate toys, books and furnishings. Furniture and equipment in the classrooms are in good condition, free of sharp, loose, or pointed parts.

The play structure is maintained in a safe condition and is free of hazards. The surface of the outdoor activity space under the play structure is “pulling away from the concrete edge” in one area, and “sinking” in another area.

All hand washing facilities and toilets are in safe and sanitary operating condition. LPA inspected napping equipment placement, bedding and storage for safety. Water temperature, toilet paper, paper towels, safety and sanitation were inspected. Floors in the facility are clean and safe.

LPA Clayton conducted a Health and Safety inspection of the food storage area and observed it to be free of litter/rubbish and free of rodents/vermin. All food is protected against contamination and any contaminated food is to be discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair.

The CCC had the water tested and received testing results on 07/20/2022 - and has remediated all Lead exceedances.



LPA Clayton observed a fully charged fire extinguishers in the Pangolins classroom and a fully charged 3A:40B:C fire extinguisher in the kitchen. LPA Clayton observed a working carbon monoxide detector in the kitchen and a smoke detector in each of the 3 classrooms, and the children’s bathroom. LPA Clayton reviewed the facility drill log. LPA Clayton reviewed an inspection report on the Fire Alarm system dated November 2024 which details the following tests:

· Required annual testing of the emergency lighting system

· Required regulation 4 annual testing of the Fire Alarm system

LPA Clayton reviewed 5 children’s files and observed files to be in compliance as they contain current contact information of parents and authorized representatives, authorization for medical treatment, signed Parent’s Rights and signed Personal Rights receipts and all other LIC forms as required.

LPA Clayton reviewed 5 employee files and observed CPR/First Aid and Mandated Reporter training certificates as required for opening and closing staff, required LIC forms and immunizations required for childcare providers.

Director Kamilah was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA Clayton reminded Director to access the Community Care Licensing website www.ccld.ca.gov for access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

After the inspection of the surface of the outdoor play structure, Director stated that the CCC is currently working a plan to remove and replace both the play structure and the surface under the structure as the surface is “pulling away from the concrete edge” in one area, and “sinking” in another area. LPA Clayton advised Director to submit the proposed planned dates of the start and finish of the planned remodel to the Department prior to the initiation.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations and/or Health and Safety Codes, no Deficiencies were cited.

During the exit interview the report was reviewed and provided to Director Kamilah.
