Licensing Program Analyst (LPA) Crystal Green conducted an unannounced annual inspection. Licensing staff met with Director of Early Childhood Education, Lauren Friedman. The hours of operation are from Monday through Friday from 7:30AM – 6:00PM.

This facility is located on the premises of Westside Jewish Community Center. LPA observed the preschool program to be physically separate both indoors and outdoors from the Westside Jewish Community Center.

This is a preschool program with toddler option which consists of total of 7 classrooms. Preschool program consists of 6 classrooms, Butterflies, Fishies, Bumble Bees, Ladybugs, Elephants, and Unicorns. The toddler option consists of 1 classroom called the Birdies.

The following was observed during the tour of the facility: Butterflies classroom was observed to have 9 preschoolers eating lunch with 3 staff. Fishies classroom was also observed having lunch with 9 preschoolers and 2 staff. Bumble Bees: 10 preschoolers with 2 staff. Ladybugs: 8 preschoolers with 3 staff. Elephants: 11 preschoolers and 2 staff. Unicorns: 16 preschoolers with 3 staff. The Birdies was observed to have 9 toddlers with 3 staff. Teacher-child ratios were observed. All children were observed by licensing staff to be under visual supervision of a teacher at all times

Licensing staff observed the facility to be clean, safe, sanitary and in good repair. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and hand washing facilities are in safe and sanitary operating conditions. The children's restrooms are located inside the classroom. There is drinking water accessible to the children in care via personal sippy cups and water cooler.

At this time, the main office is used as an isolation area. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted. Children are signed in by parents using a called Playground.

The facility provides snacks, and lunch is provided by the parents. Licensing observed bottle water being provided to the children in care. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin. Cabinets are available for storage. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements.

Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards. Areas around and/or under climbing equipment, swings and slides have cushioning material to absorb a fall. Shade was provided via sail shades. LPA observed a water cooler located outside accessible to children.
Staff Records were reviewed to ensure that a health screening report is on file. Children’s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
