Licensing Program Analyst (LPA) Saul Valenzuela conducted an unannounced subsequent complaint inspection visit to the above facility. LPA met with Program Director, Leticia Santos-Cuevas, to whom the reason for the visit was explained. Director guided LPA on a tour of the facility. Census was taken. There were 7 infants with 4 staff present upon arrival during today's visit.

During the investigation, LPA conducted interviews with Reporting Party, three staff and two parents. LPA obtained supporting documentation in the form of a Children’s roster, Personnel Report, employees' written statements, and other documents.

According to the allegation, Director engaged in an inappropriate altercation in the presence of infants in care.

During interviews, there were no disclosures by staff, or parents regarding Director engaged in an inappropriate altercation in the presence of infant in care. REPORT CONTINUES PAGE 1 of 2

Staff #1-#3 disclosed that Staff #1 spoke with Parent #3 on 2/20/2025 during afternoon pick-up time to address if Parent #3 would like to change their pick- up and drop-off time to accommodate Parent #3 schedule. Staff #1 disclosed that they wanted to “remind” Parent #3 of school policy when they are late to dropping off and picking up their child. According to Staff #1 and Staff #3, that Parent #3 stated that they do not want to “talk about it in front of the kids”. According to Staff #1 and Staff #2 that Parent #3 stated that Staff #1 “was very rude to them” during the interaction on 2/20/2025. Staff #1 and Staff #2 disclosed that they conducted a meeting with Parent #3 on 2/25/2025 to address any concerns that Parent #3 expressed to staff.

During records review, LPA observed Child #1’s file that Staff #1 and Staff #2 conducted a subsequent meeting with Parent #3 to address any concerns Parent #3 disclosed to staff.

This agency has investigated the complaint alleging director engaged in an inappropriate altercation in the presence of instants in care. Based upon the evidence as presented above, the allegation have been determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove alleged violation(s) did or did not occur, therefore at this time the above allegations are unsubstantiated.


There were no deficiencies cited on the above-mentioned allegations per California Code of Regulations Title 22.

A notice of site visit was given and must remain posted for 30 days.
Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
