On 11/1/2024 Licensing Program Analysts (LPA)s Amelia Morales and Laticia Thompson conducted a case management during today’s visit. Upon entrance into the Center, LPAs were greeted by Applicant Vlada Matsenko (she has a pending application for a license for a change of ownership). Applicant then guided LPAs on a tour of the downstairs, upstairs, and outside of the facility; 20 children were observed in care.

During the walk through outside at 11:45 am LPAs observed a child #1 unsupervised in an off limits storage room. The child was inside a Cozy Coupe Ride On and was playing alone in the storage room. Staff #1 was near the ramp by the kitchen door, attending to other children. Staff #2 was by the jungle gym attending to other children. Both staff members outside did not have visual view/observation of the child in the storage room.

Upon further inspection of the open door storage rooms there was a metal cabinet that had cleaning solutions inside that did not have latches making it accessible to the children in care.

While inspecting the playground area outside at 12:45 pm near the children's washing area LPAs observed another metal cabinet that had cleaning solutions inside that did not have latches making it accessible to the children in care.

LPAs advised that no child(ren) shall be left without the supervision of a teacher at any time.

LPAs advised all cleaning solutions must be inaccessible to children at all times.

The facility was issued Type A citations in violation of Title 22 regulations. (See LIC 809-D for deficiency page).

A copy of this report shall be provided to the parent/guardian of children currently enrolled by the next business day or immediately upon return. A copy of this report shall also be provided to the parent/guardian of any newly enrolled children for the next 12 months (1 year). The Acknowledgement form (LIC 9224) must be maintained in each child’s file immediately upon receipt from parent. Applicant was provided with a copy of the parent Acknowledgement of Receipt of Licensing Reports Form during this visit.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.



An exit interview was conducted with Licensee Marina Podelko, Applicant Vlada Matesenko, and Director Becky Lawerence. A copy of this facility evaluation report (LIC 809 & LIC 809D), Appeal Rights (LIC9058) and Notice of Site Visit (LIC9213) were reviewed and provided to Licensee Marina Podelko, Applicant Vlada Matesenko and Director Becky Lawerence.
