On 08/08/2024 at 1:30 pm, Licensing Program Analysts (LPAs), Crystal Green and Staicy Perry conducted an announced Case Management inspection for an increase in the licensed capacity. LPAs met with Licensee Representative Sarah Orth.

This facility is currently licensed as a preschool program with a capacity of 70 children serving ages 2 to 5 years old in a (7) classrooms: 2,3,4,5,7,8, and 9. The Licensee, Blind Children’s Center Inc., has requested to increase their licensed capacity to 81 by adding a new toddler component with a capacity of 36 serving ages 18 to 36 months in classroom 2, 3, 4, and 5; and decreasing their preschool capacity to 45 serving ages 2 to 5 years old in classroom 7, 8, and 9. The hours of operation will be Monday through Friday from 7:30 a.m. to 4 p.m. No children were present during today’s inspection. Per the Licensee Representative, the facility has not conducted in person care due to the renovation of the facility.

LPAs continued to tour the facility and measured the indoor activity space. The total indoor activity space for the Toddler component measured to 1270.04 square footage, which is sufficient to accommodate the requested capacity of 36 toddlers. The total indoor activity space for the Preschool component measured to 1590.19 square footage, which is sufficient to accommodate the requested capacity of 45 preschoolers. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filter water igloos located within each classroom. LPAs observed all hazardous items to be inaccessible to children.

LPAs observed a Therapeutic pool on site located behind classroom 9 and is accessible from the designated Preschool Big Yard. Licensing staff observed the pool area to be surrounded by a chain link fence on one side and is over 10 feet high. The chain link fence was observed to have slats inserted to prevent children from climbing. Per the Licensing Representative the Therapeutic pool is used by the children as a therapeutic activity and when in use children will be supervised by Water Safety Certified staff. The pool will remain closed and locked while not in use. The pool with observed to in compliance with required Title 22 regulations.

LPAs observed a total of 4 sinks and 4 toilets available within the toddler classrooms. There were 4 sinks and 4 toilets available within the preschool designated classrooms These are sufficient to accommodate the requested overall capacity of 81 children.

The facility currently has (3) fully fenced playground areas: Sensory Play Yard #1, Big Yard #2, and Toddler Yard. Fencing is made of wrought iron, which was observed to be at least four feet high. The Sensory Play Yard and Big Yard are designated to preschool program. The total square footages for the designated preschool outdoor activity area measured to 5,675.10 square footages, which can accommodate the requested preschool capacity. The total square footages for the designated toddler’s outdoor activity area measured to 3,060.00 square footages, which can accommodate the requested toddler capacity. Shade is provided via a fixed shade structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via filter dispensers and children’s personal water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. The facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

No corrections are needed. Upon a final file review, a license for 81 children: 36 toddlers from ages 18 to 36 months in classroom 2, 3, 4, and 5; and 45 preschoolers from ages 2 to 5 in classroom 7, 8, and 9 will be issued.

Exit interview conducted and report was reviewed with the Licensee Representative, Sarah Orth.

A notice of site visit was given to Licensee Representative Sarah Orth, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
