1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On February 23, 2023 at 11:05 AM, Licensing Program Analyst (LPA) Monique Ayala conducted an unannounced required 1-year inspection. A COVID-19 risk assessment was conducted prior to entering the facility. LPA met with Head Start Teacher, Monica Carillo who guided the LPA on a tour of the facility. Educational Specialist Jackie Ellingson arrived shortly after. This is a preschool program which is operated by Montebello Unified School District and is located on the premises of Winter Gardens Elementary School. The program consists of a full day program from 8:00am-2:00pm in Room 01 (301-A) and two part-time day programs from 8:00am- 11:00am and 12:00pm-3:30pm in Room 02/03 (301B) Monday through Friday. There are 18 children enrolled in the full day program, 14 children enrolled in the AM class and 13 children enrolled in the PM class. The following classrooms were inspected: Classroom A: 13 children with 3 teachers and AM Classroom B: 7 children with 2 and PM Classrom B: 10 children with 2 teachers. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. All children were observed to be under supervision, including visual supervision. Licensed facility is within the conditions, limitations, and capacity specified on the license. The classroom furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free.

Food menus were reviewed. Food is provided by the School District Cafeteria. Food and snacks were reviewed for availability, quantity and appropriateness for children in care.

The facility provides, breakfast, lunch and a PM snack to the full day program; breakfast and lunch to the AM program and lunch and a PM snack. Food preparation area was toured for safety, cleanliness and proper equipment. All storage containers for solid waste, including moveable bins had tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents. Disinfectants, cleaning solutions, medications and other items that are dangerous to children, were inaccessible to children.

LPA observed that there are functioning smoke and carbon detectors in the facility. LPA observed a fully charged and serviced fire extinguisher. Emergency disaster drill was last conducted on 02/15/2023.

Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard.

Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day.

Children files were reviewed and were found to be complete. LPA was unable to review staff files as they are located at the Head Start Main Office. Files will be reviewed by LPA at a later date. LPA verified proof of First Aid/CPR certificate that expires on 01/09/2025.

SB792 (Immunization Requirements for Staff and Employees) was discussed with the Director. The Director and staff do currently have immunization documentation.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA provided consultation during this inspection.

The facility is found to be in compliance with Title 22 Regulations, and no deficiencies will be cited today, 02/23/2023.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

An exit interview was conducted, and a copy of the report was provided to lead teacher, Monica Carrillo.
