Licensing Program Analysts (LPAs) Priscilla Ochoa and Monique Ayala conducted an unannounced annual inspection on 10/03/2024. LPA met with Lead Teacher Laura Fernandez. LPA toured the facility indoors and outdoors. A COVID-19 risk assessment was conducted prior to entering the facility. This is a Head Start preschool program which is operated by Montebello Unified School District and is located on the premises of Joseph A. Gascon Elementary School. The program consists of a full day program in Room 112 and in Room 113. The full day program operates from 8:15AM to 2:15PM; Monday through Friday.

All areas identified on the Facility Sketch were inspected. Upon arrival, the following staff were present during this inspection; Room #112: 9 preschoolers with 2 teachers; Room #113: 7 preschoolers with 1 teacher. The facility was observed to be within the license capacity and limitations. The following was observed during the tour of the facility:

PHYSICAL PLANT
Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Children have their own cubby to store their belongings. Linens are washed each week on Friday or as needed. Napping equipment (cots) were observed to be stored in the staff office. Age-appropriate sinks and toilets were inspected for availability and good repair in all restrooms. General sanitation was observed. Availability of indoor drinking water was observed in the classrooms.

Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Lead Teacher states there are no poisons stored at the facility. Carbon monoxide detectors were observed but not tested as children in care were napping.

All kitchen and food storage areas are kept clean and are free of litter, rubbish, rodents, or any other vermin. The food is prepared in the elementary kitchen and delivered in a cart to the classrooms. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed. LPA advised that no children shall be left without the supervision of a teacher at any time.

All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic-free. There are no firearms stored on the premises. There are no pools or bodies of water at the facility.

FACILITY RECORDS
Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

There is at least one person trained in CPR and Pediatric First Aid present during this inspection.
Children’s Records were reviewed and complete.

LPA did not review staff files during the inspection due to the staff files being stored at the district’s main office. LPA will review staff files at a later time and date. If staff files were to be incomplete during the time and date that LPA reviews files, a case management inspection will occur at the facility to reflect the incomplete files.

Children's roster was reviewed and is current. Children are signed in and out via Child Plus. Children present were signed in. Disaster drill log was available, last drill was conducted on 09/20/2024.

Menus are posted one week in advance where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request. Snacks were reviewed for availability, quantity and appropriateness to children in care. Preschoolers are provided breakfast, and lunch (AM Session), lunch and a PM snack (PM Session) and breakfast, lunch and a PM snack (full day session).

First Aid supplies were observed in the classroom in a cabinet. According to Lead Teacher, medication is only administered to a child when accompanied with a doctor's note and is stored in the child’s classroom. The facility was observed to be equipped with an isolation area for any child who becomes ill and it is located in the staff office.



Medication: This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov. UPDATE: LPA provided the Licensee/Director/Principal with a copy of the Effects of Lead Exposure form during the inspection and discussed the following Provider Information Notices (PINs) Required Lead Testing: PIN 20-01 CCP Effects of Lead Exposure, and Guardian User Account Access - PIN 20-20-CCLD.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP

There were no deficiencies cited during today’s inspection.



A notice of site visit was given and must remain posted for 30 days.
