Licensing Program Analyst (LPA) Crystal Green conducted an announced case management licensee-initiated inspection. Licensing staff met with Director, Mary Jane Escorpiso. The facility hours of operation are Monday through Friday from 8:30am to 6:00pm.

There is also a licensed preschool #191806768 located on the same premises. The Infant program is currently operating from 3 classrooms which are Room 107 (napping area), Room 108 (Infants), and Room 103 (Toddlers). The Licensee is requesting to remove the Toddler Option Program and increase the Infant capacity.

During this inspection, LPA observed 3 infants in the Room 108 with 1 staff and 4 napping infants in Room 107. There were 5 napping toddlers in Room 103 with 1 staff. The facility was observed to be operating within its licensed capacity. LPA inspected the designated toddler option, Room 103. There are age-appropriate toys available for children in care. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All materials and surfaces accessible to children are toxic-free. LPA observed drinking water available via water pitches with disposable cups. There is a changing table within arm’s reach of a sink. There is 1 toilet and 2 sink available to the children. Per the Director, Room 103 will serve ages 12 to 24 months and Room 107/108 will serve ages 6 weeks to 12 months.

Licensing staff was guided through the outdoor activity areas. The facility has an approved waiver to allow the Infant and the toddler option program to share use of the outdoor play area on a staggered schedule. Outdoor equipment was observed to be age appropriate and in good repair. The activity space surface was observed to be maintained in a safe condition and free of hazards. There is adequate shade available outdoors via canopies. LPA observed cushioning material available around climbing equipment to absorb a fall.

No changes have occurred to the infant program indoor or outdoor space. During this inspection, LPA reviewed the measurements used from 06/06/2018 inspection. Based on the measurements obtained the designated outdoor space for the infants can only accommodate up to 11 at a time.

LPA consulted with the facility representative regarding information needed to submit an outdoor waiver request in order to obtain the capacity requested. LPA informed that waivers are not automatically granted and will need to be review by the Regional Office for final approval. LPA obtained pictures of the outdoor play area. Upon final review of the outdoor waiver the Toddler Option Program will be removed from the Infant license and the new capacity will be for twenty-one (21) Infants.

Facility Representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with the facility representative, Mary Jane Escorpiso.

A notice of site visit was given to facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
