An unannounced inspection was conducted by Licensing Program Analyst (LPA) Roxana Lopez on 2/3/2026. The purpose of this inspection is to provide the findings of the complaint investigation which was received on 12/04/2025. LPA met with Lead Teacher Ms. Brown to whom the purpose of the inspection was announced. Census was taken- Per Mrs. Brown there are 105 children enrolled.

Throughout the course of the investigation, interviews were conducted with staff, children and parents. LPA also reviewed and obtained copies of children’s rosters and other documentation.

Per initial complaint report, the complainant reported that Child # 1 was touched inappropriately by Child # 2. Additionally, complainant reported that child # 1 disclosed that child # 2 has touched child # 3 as well.

In regard to allegation Child touched another child inappropriately- Staff # 1- 6 corroborated that they do not recall child # 1 or any other child mentioning that child # 2 touched them inappropriately or witnessed child # 2 touching anyone inappropriately. Per staff, they talk to children about respecting each others bodies and parents are invited to different workshops to support children at home as needed.

LPA conducted interviews with parents and children. Parent’s statements corroborate that they do not have any concerns with the facility or supervision. Parent # 2 disclosed that more staffing would be beneficial since they have more children. Overall, parents are happy with the care that their children receive.

During children interviews: Child # 1 disclosed that child # 2 touched their bottom “on their clothes” as they touched their own bottom over their clothes. Per Child # 1 incident occurred while they were in line and they informed their teacher. Child # 1 did not disclosed child # 2 touching other children.

Child # 2 disclosed that they did not touched child # 1 or # 3 or any other children’s bodies. Per child # 2 they do not play with child # 1.

Child # 3 disclosed that they have not been touched by child # 2 or any other children. Child # 3 disclosed that they have not observed child # 2 touching child # 1 and that child # 1 and # 2 do not play together.

Children # 4-6 statements corroborate that they like their school and their friends. Children did not disclose being touched inappropriately by any child or observed child # 2 touching any other child inappropriately.

This agency has investigated the complaint alleging child touched another child inappropriately. Based upon the evidence as presented above, the allegation has been determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove alleged violation(s) did or did not occur, therefore at this time the above allegation is unsubstantiated.

A notice of site visit was given and must remain posted for 30 days.Exit interview conducted and report was reviewed with Lead Teacher Ms. Brown.
