32 | During staff interviews- Staff # 1-3 corroborated that there were aware of the construction but were not aware that there was going to be a window. Per Staff # 1 they were aware of parent concerns and asked staff in the classroom to cover the window with paper until there was another solution. Per staff # 1-3 the window was covered with paper and did not hear any concerns after that. Additionally, staff # 1-3 corroborated that blinds have been placed on the outside of the window.
During initial inspection on 1/23/2026 LPA Lopez did observe the window placed did have a straight view into the children’s restroom. Additionally, LPA Lopez observed that the window had stickers to cover the view and blinds had been placed on the outside of the window above the classroom sink- which covered the window. LPA Lopez advised that the construction of window and parent concerns should have been reported to the department.
This agency has investigated the complaint alleging window exposes children to the public when children are using the restroom Based on LPA's observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.
The following deficiency listed on the attached LIC 9099D (deficiency page) is being cited in accordance with California Code of Regulations Title 22. Deficiency that is being cited need to be cleared to protect the children’s health and safety.
A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Facility Representative Robin Hurdle.
