14 | This requirement was not met as evidenced by interviews conducted and disclosures made indicating that Staff #4 violated the personal rights of Child #2 when Child #3 observed Staff #4 pulled on Child#2 hoodie in order to get Child #2 to lay back down on their cot during nap time and Staff #4 violated the personal rights of Child #2 when Staff #5 and Staff #6 observe Staff #4 disclosed that in reaction to Child#2 stating to Staff #4 “I hate you.” Staff #4 responded “I could hate you too.” which poses an immediate health, safety, and personal rights risk to children in care.
