On 8/2/2024 at 9:00 am Licensing Program Analyst (LPA), Claudia Kam made an unannounced required visit at above licensed facility. LPA disclosed the purpose of the inspection and was granted entry into the facility.

LPA met with Assistant Director Eugenia Sabado and was taken on a guided tour of both indoors and outdoors of the facility. LPA observed Teacher-child ratios, and staff names recorded. All center staff that was present during today’s inspection had fingerprint clearance and are associated to the designated license number. Care and supervision evaluated, it is determined that the basic needs and personal rights of children are met and appropriate.


The hours of operation are 7:00 am – 5:30 pm, Monday - Friday. Facility is currently licensed for a capacity of 74. At the initial start of the site visit, there is a total census of 34 children and a total census of 8 staff present. The facility is made up of 5 classrooms. Room 1 Rainbow Room: had 13 children and 2 staff, Room 2 Cloud Room: had 12 children and two staff, Room 3 Star Room: 9 children and 4 staff present at time of inspection. Rooms 4 Sky Room and 5 Sunshine Room are not in use at this time and were observed to be used for storage. LPA observed all posting requirements for operation on the posting board and the following documents were observed LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, and Activity Schedule.

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Children napping equipment met the requirement regulation at time of inspection. The facility washes and provides all bedding. Bedding is kept in labeled ziplock bags for each child.

Storage for children's belongings, bathrooms facilities, and isolation areas were inspected. The Rainbow and Cloud Rooms have a shared bathroom with 4 toilets and 4 sinks in addition the Cloud room has its own bathroom with one toddler size toilet and sink. Room 1 the Rainbow Room was observed to have a music corner and dramatic play area and paint area, child size tables and chairs for activities, cubbies with blocks, dinosaurs and other age appropriate toys. In Room 2 the Cloud room LPA observed craft cubbies, reading corner with bookshelves with books, a dramatic play area, science corner in addition to cubbies with wood blocks and age appropriate toys. Room 3 the Star Room for toddlers 18 months to 2.5 years old is detached from the main building with its own playground. It was observed to have a corner for quiet time, a toddler size wooden play structure, agility toys, and dramatic play area. Bathroom is equipped with 2 child size sinks and 2 child size toilets, cubbies with a change of clothes and diapers and a changing table. Sleep log observed for all children in the Star Room. All rooms were observed to be clean and free of hazards at time of inspection. LPA observed carpets and age-appropriate tables and chairs in each classroom. LPA observed red backpacks for first aid kept in each classroom. First Aid supplies were inventoried and were found to be in compliance with regulation.


Facility provides breakfast, snack and lunch, menus were reviewed at time of inspection. All food items delivered daily to the facility by a third party vendor. Food and snack items were observed to be properly stored. Food preparation area was toured and found in compliance for safety, cleanliness, and drinking water is provided via filtered bottle water delivered by Sparkletts. Carbon monoxide were not present at time of visit. Smoke detectors and Heat detectors are present in the facility. LPA confirmed detectors at time of inspection with maintenance and facility representative and and were determined to be in operable condition. Fire extinguishers were observed as serviced on 11/08/2023. Last fire drill was held on 7/16/2024.

At 9:45 AM, LPA observed outdoor play area for room 1 Rainbow Room and room 2 Cloud Room which consists of a Gazebo with a paint center, craft cubbies, and toys for solitary play. The playground consists of 2 play areas one large structure with sand for cushion, a second play area has a music center, tunnel, water play and play house. Room 3, the Star Room has its own play area for the toddlers which was observed to have a tunnel, an age appropriate play structure, play house, and toddler size tables and chairs. In addition it is also equipped with a basketball hoop, and large built in sandbox that is kept covered when not in use to ensure that it is sanitary. Outdoor equipment was inspected for safety, cushioning material, good repair, and age-appropriateness. Required shade and fencing were inspected. LPA advised Director that the children need to be always within the direct care and visual supervision by the teachers.

Per Assistant Director, the children have access to drinking water via the water dispenser with disposable paper cups for the children's use. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed at time of inspection.

Staff and Children’s Records were reviewed. Criminal Record Clearances were reviewed for adults. LPA observed current CPR and First Aid Certification for center staff. CPR card expires on 08/2024 for Staff Member. Mandatory Forms for the children’s files and staff files, requirements for fire drills, earthquake drills and documentation were discussed. Role and responsibilities of being a Mandated Reporter were reviewed. The Director was advised how to access forms and Regulations online at www.ccld.ca.gov. to ensure the most current information regarding regulations for all those who assists in providing care at the facility.

The following were discussed with the Director: The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary. Smoke and Carbon Monoxide detectors should be checked, and batteries replaced as needed. Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location. The Director was also advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCLD within the time frame specified by the regulation.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Center was reviewed for lead compliance and center meets standards for lead. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.



LPA discussed the safe sleep regulations with assistant director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Assistant Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
