On 4/7/26, at 9:50PM, Licensing Program Analysts (LPAs) Susann Sanchez and Erica Lujan conducted an unannounced complaint inspection for the purpose of investigating the above allegations. LPA met with Facility representative (FR), Ana Fragoso-Tovalinand informed them the purpose of the visit. FR gave LPAs a tour of the facility and LPA observed 55 preschoolers and five staff.

During today's inspection LPAs interviewed six staff memebers. All staff members interviewed did not corroborate the allegations above. During the course of the investigation, LPA Sanchez interview five children and six parents. All five children stated that they like coming to school. Parents interviewed had conflicting answers regarding the above allegations. Reporting Party (RP) stated that they may have seen a child being force to sleep, handled in a rough manner, and pinched. On 4/7/26, LPAs reviewed footage and it is uncleared if the above allegation may or may have happened due to lack of information given by the RP. LPAs observed two children awake but footage has no audio and footage is limited.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstantiated. A notice of site visit was given and must remain posted for 30 days. The report was reviewed with Ana Fragoso-Tovalin, Director and a copy of the report was provided.
