25 | On Tuesday May 19, 2026, Licensing Program Analyst (LPA) Joanne Solorio Campos conducted an unannounced annual inspection and initially met with Site Manager Rola Ramadan, who guided LPA on a tour of the facility. This is a Head Start program that serves children ages 3 to 5 years old and consists of 1 classroom. Site Manager states that this program operates Monday – Friday from 8:30 a.m. – 3:30 p.m. Per the Site Manager, there are 16 children enrolled and LPA observed 14 children with 3 staff present on today’s visit. Teacher and child ratio were observed, and present staff are fingerprinted cleared.
Sign in and out takes place at the main entrance area through the Child Plus App. The Site Manager stated no firearms, weapons, poisons nor bodies of water are located in the premises and LPA did not observe any of the above-mentioned. Site Supervisor stated that they currently have 6 children with severe food allergies and/or medication. LPA observed the ill isolation area to take place in the safe space area of the classroom.
The following documents were posted in a prominent, publicly accessible area at the facility: Facility License, Notification of Parents' Rights (PUB 393), Personal Rights (LIC 613A), Menu, and Earthquake Preparedness (LIC 9148). PUB 269 Child Passenger System Poster, and Daily Schedule.
All areas identified on the facility sketch were toured and inspected both indoors and outdoors. LPA entered the classroom and observed furniture, manipulatives, toys, games, art materials, and books made accessible to the children to be age-appropriate and free of sharp, loose, or pointed parts. LPA observed the classroom to have a cubby for children to store their personal belongings. The facility provides children with filtered water and cups. LPA observed cots for napping equipment. Licensing staff observed trash bins with a tight-fitting lid inside the classrooms. LPA observed one children’s restroom, located in the classroom to have working toilets, sinks, hand soap dispenser and paper towels. During time of inspection, LPA observed cleaning solutions stored under the sink with a childproof lock in the kitchenette and was observed to have a closed door in place making it inaccessible to the children.
