An unannounced inspection was conducted by Licensing Program Analyst (LPA) Roxana Lopez on 6/12/26. The purpose of this inspection is to provide the findings of the complaint investigation which was received on 4/8/26. LPA met with Facility Representative Maria Solis (Lead Teacher) to whom the purpose of the inspection was announced. Census was taken. Per Facility Representative, there are 78 children currently enrolled.

Throughout the course of the investigation, interviews were conducted with staff, and parents. LPA also reviewed and obtained copy of children’s roster and other documentation.

Per initial complaint report, the Reporting Party (RP) reported that (1) Facility electrical wiring and walls are not safely maintained (2) Construction debris on play yard is accessible to children in care and (3) Air Conditioning units are not working. Reporting party was not available to interview

During initial complaint visit on 4/9/2026 LPA observed the facility was undergoing construction inside and outside the facility. LPA did observed exposed wiring inside the facility and walls with holes. Additionally, LPA noticed workers working on the HVAC unit as the air conditioner was not working. Portable AC units were observed throughout the facility. On this date LPA advised that the entire construction site outdoors should be made inaccessible to children in care.

Regarding allegation #1 and # 3 : Per Assisting Principal when they came into the facility to cover as Principal the facility was already undergoing the nature explorer construction and they were not aware when it will be over or if parents were advised. During the process of the investigation a letter was sent out to parents and an estimated date of completion of 8/2026 was given.

Regarding allegation # 2 Construction debris on play yard is accessible to children in care. 6 Staff interviews were conducted- Staff # 2 disclosed that children have brought nails/screws to them that they have found in the playground. Staff # 3 disclosed that a child brought a saw blade to them that was found in the playground.

Regarding allegation # 3 Air Conditioning (AC) units are not working. Staff interviews corroborated that the AC Units are not working and that they do have portable AC units in the classrooms. Staff corroborated that the portable units work if it’s not too hot outside. Per Title 22 Regulation # 101239- A comfortable temperature for children shall be maintained at all times. The licensee shall maintain the temperature in rooms that children occupy between a minimum of 68 degrees F (20 degrees C) and a maximum of 85 degrees F (30 degrees C). Though the AC units were not working LPA was not able to determine if the classrooms were hotter than 85 degrees.

Parents interviews were conducted with 8 parents- 3 out of 8 parents corroborated that they were not informed about the construction and that there’s is a lack of communication with updates. 2 out of 8 parents corroborated that they are concerned with the amount of workers around the children and the construction taking too long. ----------- pg. 2 of 3 -----------------------

On 6/12/26 LPA observed that the AC Units are working in the facility.

This agency has investigated the complaint alleging Facility electrical wiring and walls are not safely maintained, Construction debris on play yard is accessible to children in care and Air Conditioning units are not working. Based on LPA’s observations and interviews which were conducted and record reviews, the preponderance of the evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. California Code of Regulations, (Title 22, Division 12 & Chapter 3 (FCC) (1 DCC) number) are being cited on the attached LIC9099D.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Maria Solis.

LPA conducted interviews with Staff- staff corroborated that the entrance to the office was blocked and parents were coming in through side door room # 1- however the entrance/exit to the facility was not blocked.
LPA conducted interviews with parents. 2 out of 6 Parent’s statements corroborate that they went in through room 1 but did not recall if it was because entrance/ exit was blocked off.

This agency has investigated the complaint alleging Facility entrance/exit is blocked. Based upon the evidence as presented above, the allegation has been determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove alleged violation(s) did or did not occur, therefore at this time the above allegation is unsubstantiated.
