On February 14, 2024 at 9:15 am, Licensing Program Analyst (LPA) Angelica Wallin and Licensing Program Manager (LPM) Karen Chambers, conducted an unannounced Annual Required Inspection and was met by Licensee, Paris Thrash. Hours of operation are from Monday to Friday from 6 am – 6:30 pm. LPA toured the home inside and outside and a census was taken.

This one - story home consists of three bedroom and two bathrooms. Areas used by the children include: daycare takes place in the den, two bedrooms (used as learning center and infant room), one bathroom located in hallway between day care room and learning center and the backyard. Per Licensee Thrash, areas off limits to children and parents include: one bedroom, one bathroom, living room, dining room, kitchen, the outdoor patio and the garage. There was one child present during time of inspection. Licensee stated that there are currently 10 children enrolled in the facility.

All poisons, detergents, cleaning compounds and other hazardous items are made inaccessible. There is a working smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. During inspection, LPAs observed fire extinguisher located in day care room on cubbies. Per licensee, 2A10BC fire extinguisher purchased on 1/23/24. Licensee informed LPA that when trying to laminate receipt, receipt became illegible. No proof of purchase date visible. A type B citation issued.

During inspection, safe toys and play equipment were observed. The home has a working landline telephone service. LPA observed cutlery and sharp knives located on kitchen counter accessible to children in care. Licensee addressed right away and removed cutlery and sharp knives and placed on top of fridge inaccessible to children in care. The outdoor play area in the back yard is fenced. LPA observed outdoor play area having leaves scattered in outdoor space, trash cans accessible, and water in crevices of plastic play structures. LPA observed storage shed broken and not inaccessible to children in care. LPA observed wooden play structure chipping with dents of wood exposed. Type B citation issued.

LPAs observed no swimming pool or bodies of water. Per licensee, no firearms are kept on premises. Per licensee, overnight care is not provided at this time. Per licensee, food service and transportation is provided. LPAs discussed with licensee supervision and safety when providing transportation service.

LPAs reviewed one child’s file. LPA observed child’s file is updated and maintained. A review of staff records indicates that licensee has the following updated certificates: pediatric CPR/First Aid certificates dated 6/27/23 with expiration date of 6/25. LPA observed mandated reporter certificate completed on 1/31/24 with expiration date of 1/31/26. LPA reviewed the following documentation to be kept in facility: facility license, LIC610A, PUB 394, facility fire drill and LIC9040. LPA observed facility sketch. LPA noted indoor facility sketch does not indicate off-limits areas. A technical violation citation issued.



Licensee Thrash was advised that regulation prohibits the smoking of tobacco in a private residence licensed as a family childcare home during the hours of operation. LPA reviewed with Licensee Thrash items prohibited in FCCH, no baby bouncers, no infant walkers, No Johnny jumpers, no saucer chairs, and any other item that falls into that category are not permitted in the facility.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with licensee Thrash and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with licensee, Paris Thrash. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Failure to maintain posting as required will result in a civil penalty of $100.00. This report along with a copy of the appeal rights was provided.
