25 | On 02/07/2023 Licensing Program Analyst (LPA) Joselito L. Del Mundo conducted an unannounced case management inspection. LPA Joselito L. Del Mundo met with Early Childhood Education (ECE) Coordinator Christy Depasquale. The purpose of today's inspection is to conduct a case management inspection, and to notify them there has been a lead exceedance referred for an Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water at the facility.
Palmdale Regional Office received notification of water lead exceedance at the facility resulting from a recent water lead sampling test. LPA observed that water fountains in preschool room (P) 1 and 4 has an ALE of 6.9 and 9.9 ppb respectively. However, no preschool children are present during the time of inspection. Currently, the preschool is using water dispenser and disposable cups for preschool children. Bottled water is also provided to preschool children. Additionally, water fountains in rooms P1 and P4 are not being used since the year 2017. According to ECE Coordinator Depasquale, a flushing of water fountains is conducted three times a week (30 seconds, 4 times a day) and will continue until its completion on the third week. The fountains will not be use until retesting for lead exceedance is completed. ECE Coordinator Depasquale is advised to submit an updated facility sketch to the department.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies is cited at the time of inspection. ECE Depasquale was provided a copy of the appeal rights. An exit interview was conducted with ECE Coordinator Christy Depasquale.
