On 02/09/2023 Licensing Program Analyst (LPA) Deborah Lowe conducted an announced pre-licensing inspection with applicant Camaren McGee at 5330 Blanco Ave, Woodland Hills, CA 91367. The purpose of this inspection is to ensure the standards for a Family Child Care Home are being met in accordance to California Tittle 22 Regulations and California Health and Safety Codes.

The applicant is applying for a Small Family Child Care Home license for a max capacity of 8. Copy of Lease Agreement is on file, reflecting applicant has control of property. Currently living in the home is the applicant and 2 minor children. LPA and applicant discussed LIC 9151 and LIC 9149 Property Owner/ Notification and Consent. LPA advised at the time of this visit verification of landlord consent is still pending.

Per the application, at this time, the ages the applicant wishes to provide services for are children 0 months to 12 years old with the days and hours of Monday through Sunday 24 hours a day. Applicant was informed that any changes to ages, hours and days of operation shall be submitted to the department for approval prior to initiation of changes.

The home is a 5 bedroom and 2 ½ bathroom multi story home with a living room, dining room, kitchen, day care room and detached garage. The home was observed to have an backyard, accessible through the living room and the day care room. LPA took pictures of the home at this visit.

Applicant confirmed the following areas are OFF LIMITS to the children in care: the second floor which consist of 5 bedrooms and 2 bathrooms, and the outdoor garage. LPA observed a safety gate at the bottom on the staircase making the second floor inaccessible and garage door was observed with a lock and a child proof door handle.

Families will enter the home through the main entrance. As you enter the home, you are led to the living room. LPA observed and inspected a closet located under the stairs. Closet is OFF LIMITS to the children in care, door will remain closed during the hours of operations. LPA observed a child lock on the closet door.

LPA observed the second floor that has been designated as OFF LIMITS. LPA observed Bedroom 1 as the master bedroom with an on-suite bathroom and a bathroom in the hallway located between bedroom 1 and 4. Applicant confirmed that doors to bedrooms will remain closed during the hours of operations. A safety gate was observed at the bottom of the staircase making the 2nd floor in accessible.

Day care room is located next to the kitchen and was observed and inspected. Children's size table and chairs were observed in the space. A variety of children’s materials, such as a soft furniture, books and manipulative were inspected. Applicant confirmed children will eat and nap in the day care room. At times may eat at the dinning table. LPA observed two closets along the wall in the daycare area. One closet was observed with hot water heater and HVAC system and the other closet was observed with cots and child care supplies. Both closets were observed with locks. Closets are also flush with the wall. LPA observed a first aid kit. Daycare room was observed with a crib and a bassinet. LPA observed a working smoke and carbon monoxide detector in the day care room. Parent board was observed on the wall near the door.

The children will use the 1/2 bathroom located near the dinning area. LPA observed and inspected the sink, cabinet and toilet. LPA observed handwashing signs along with COVID-19 signs on the wall near the sink.

The living room was observed and inspected. A fireplace with a glass cover barrier was observed in the space. LPA observed additional child gate barrier surrounding the fireplace. LPA observed the fireplace to be inaccessible to children in care. Living room was observed with a sliding door that lead to the backyard. Sliding doors will remain locked during hours of operations. Next to the living room, the dining room was observed, dining room was observed with table that seats 6 and two highchairs.

From the living room you can access the dinning room and the kitchen. The kitchen was observed. Per applicant the kitchen will be used for food preparation only. All cabinets and drawers were inspected.

Drawer with sharp pointed object and knives was observed to have a latch, making the content inaccessible. Under the sink cabinet was observed and inspected. All lower cabinets were observed with a child proof latch making them inaccessible.

Applicant confirmed that facility will be providing meals and snacks. Applicant stated they work with a food program.

Inside the door in the daycare room near the kitchen LPA observed a stacked washer and dryer with child safety latches.



The outdoor area was observed. The backyard is designated as the outdoor space. The front yard is off-limits. The outdoor area was observed with a grass area and concrete area. Garage with a walk-through door is located in the backyard. Garage door for cars to enter faces the street. Garage is off-limits and door was observed with a lock and a child proof doorknob. Storage unit was observed in the backyard with lock making it inaccessible to children in care. Wooden exit gate from yard to side street was observed with a lock. Air conditioning unit was observed in the backyard near the daycare door. LPA advised the air conditioning unit needs to be made inaccessible to children in care.

LPA observed there are no pools or other bodies of water at the home.

The following areas are OFF LIMITS to the children in care:

1. Second Floor: 5 bedrooms and 2 bathrooms, doors will remain closed with child gate barrier at bottom of stairs.
2. Garage and storage unit will remain locked during operating hours.

LPA advised per CC Regulation 102417(a) Operation of A Family Child Care Home The licensee shall be present in the home and shall ensure that children in care are supervised at all times. When circumstances require the licensee to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during his/her absence. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
