On 01/04/2024 Licensing Program Analysts (LPA) Laticia Thompson and Licensing Program Manager (LPM) Deborah Lowe met with Director, Edwina Rambo, LaShon Tillie-Jones (Child Care Program Manager) and Carolyn Anderson (Principal Recreation Supevisor II. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 2 children present during this inspection. This is an application for 30 children ages 2-6 years. The child care center will operate Monday – Friday 7:00 a.m. – 6:00 p.m. The fire clearance was approved on 12/26/2023. LPA and LPM toured and measured the on-limits areas. The facility has a total of 1 classroom. Children will have access to 4 sinks and 2 toilets.

Classroom measurements are:

The Indoor total measurements contain a total of 1407.72 divided by 35 square feet, which will accommodate Applicant’s request for 30 children.

Outdoor Play measurements are:

The outdoor activity space total measurements contain a total of 6071.96 divided by 75 square feet, which will accommodate Applicant’s request for 30 children.

The facility shares an address with a tennis court, indoor aquatic center and a recreation center. The facilities are located in separate buildings. The aquatic center has a swimming pool which is completely enclosed. There is a registration and check-in area that will prevent children from accessing the area were the swimming pool is located.

Indoor/Children’s Area:

The following was observed.



There are 2 staff restrooms located in the administrative building.

Parents will enter and exit through the front lobby area. Parents will sign children in and out in a log located at the front entrance of the facility. Parents will physically walk children to the designated classroom area. Parents will pick children up from the classroom.

LPA observed trash cans having tight fitting lids.

There are cameras throughout the facility. The classroom doors has alarms when entering and exiting.

The facility has filtered water fountains for outdoor and indoor activities.

There is an operable carbon monoxide detector located in the classroom area.

LPA observed a 2A10B:C fire extinguisher in the child care building with an inspection date of 02/06/2023.

LPA observed First aid kit with the required materials including a handheld digital thermometer.

Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts.

Tables and chairs were observed to meet the needs of the children. There are cots for napping.

All play equipment and materials used by children were observed to be age-appropriate.

There are cubbies in the classroom for storage of children clothing and personal belongings.

There is a refrigerator located in the kitchen with a thermostat to regulate the temperature.


Medication and medication that require refrigeration will be stored in a located safety box.

The classroom has a unit that provides central air for heating and cooling.


The classrooms and restrooms were clean in good repair.

Windows were in good repair free of chipping paint, dirt, insects or debris.

Classrooms have adequate lighting.

The facility is equipped with landline telephone service located in the classroom and front office.



The required postings are posted in the hallway were parents and visitors to review.

Ill children will use the isolation room and restroom located in the administration building.

The program provides lunch and snacks. Menus are posted in writing and shall be posted at least one week in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.

The director stated disinfectants, cleaning solutions, and other items that are dangerous to children will be stored in a locked cabinet located under the sink in the kitchen. The janitor closet will be used to storage disinfectant and cleaning supplies.

Outdoor

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space has turf for cushioning to prevent injury from falls. The outdoor activity space was observed to be maintained in a safe condition and is free of hazards. There is adequate shade in the outdoor activity area. LPA observed a bench for resting.

The following items were discussed:



The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed before a licensure will be considered.

· Grass area in outdoor activity area needs leveling to prevent tripping hazards.
· Metal Pillars need cushioning around base and lower portions of pole.
· Provide Mass Casualty Plan

Corrections are due by 01/29/2024.

An exit interview was conducted with plans of corrected items discussed. LPA provided the director with appeal rights and a copy of this report. Final license determination will be made upon review by the Licensing Program Manager and corrections.
