On 09/19/2023 Licensing Program Analysts (LPA) Laticia Thompson and Licensing Program Manager (LPM) Deborah Lowe met with Applicant, Michelle Petrov. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. 17 children were present during this inspection. This is an application for 11 infants, ages 6 weeks to 18 months and 12 toddlers ages 18 months-36 months. The child care center will operate Monday – Friday 6:30 a.m. – 6:00 p.m. The fire clearance was approved on 03/21/2023. Applicant has a pending applicantion for a Preschool License #195700095.

LPA Laticia Thompson toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 2 classrooms. Children will have access to a total of 2 sinks, 1 toilet, 1 potty chair and 2 changing tables.

Classroom measurements are:

The Indoor total measurements contain a total of 804.40 square feet, which will accommodate 23. Applicant is requesting to care for 11 Infants and 12 Toddlers.

Outdoor Play measurements are:

Outdoor total measurements contain a total of 862.35 square feet, which will not accommodate Applicant’s request for 11 infants and 12 toddlers. Applicant will submit a waiver for outdoor activity space.

Indoor/Children’s Area:

Indoor activity space for infants shall be physically separate from space used by preschool children components.

All outdoor and indoor passageways and other areas of potential hazard were observed to be free of obstruction. The child care center was observed to be clean, safe, sanitary and in good repair. Floors of all rooms have a surface that is safe and clean. The facility is equipped with central heating and air-conditioning to provide and maintain a comfortable temperature for children at all times. The infant care center is equipped with appropriate furniture and equipment including, 8 cribs, napping mats 2 changing tables and 3 feeding chairs. Tables and chairs were observed to meet the needs of the children. Furniture is in good repair and safe condition.

The type, height and size of furniture and equipment are age appropriate. Toys were observed to be safe without sharp points or edges or splinters, Rattles were large enough so that they cannot become lodged in an infant's throat and constructed so that they will not separate into small pieces. LPA observed that each child has an individual permanent storage space for his/her clothing, personal belongings and/or bedding. All materials and surfaces accessible to children, including toys, were observed to be free of toxic substances.

LPA advised Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure. LPA reviewed lead testing document dated 12/2022.

LPA observed arrow head water dispenser in infant and toddler areas. Applicant stated children water bottles are filled with filtered water during outside activity time.

The applicant shall take measures to keep the center free of flies, other insects, and rodents. All containers used for storage of solid wastes, including moveable bins, were observed with tight fitting lids. There are no fireplaces and open-faced heaters located inside the facility. All window screens are in good repair and free of insects, dirt and debris.

Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children are stored inside a locked cabinet located in the staff break room. LPA observed first-aid supplies in a location accessible to staff but inaccessible to children in the staff restroom. LPA observed a current edition of a first-aid manual, sterile first-aid dressings, bandages or roller bandages, adhesive tape, scissors, tweezers, thermometer, and antiseptic solution.

The office will be used as an isolation area to care for children who becomes ill during the day. Any infant in the isolation area shall be under constant visual observation by a director, an assistant director, a teacher or an aide. The isolation area shall be equipped with a crib, cot, mat or playpen for each ill infant.

LPA observed an operable carbon monoxide detectors located in the infant crib room. All child care centers shall have working telephone service on the premises. The facility has sign-in and out sheets located at the entrance of the facility.

The applicant shall be responsible for ensuring that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted.

Smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b). A baby walker shall not be allowed on the premises of a child care center in accordance with Health and Safety Code Sections 1596.846(b) and (c).

LPA advised applicant there shall be at least 35 square feet of indoor activity space per child based on the total licensed capacity. Based on the total licensed capacity, one toilet and one hand washing fixture shall be maintained for every 15 children, or fraction thereof.

Napping:

LPA observed 8 standard cribs that meet regulations. LPA advised cribs shall not limit the ability of staff to see the infant. Crib mattresses shall be: Covered with vinyl or similar moisture resistant material. Crib mattresses shall be: maintained in a safe condition with no exposed foam, batting or coils.

Floor mats or cots that meet the requirements of Section 101239.1(b) shall be provided for all infants who have the ability to climb out of a crib. Each crib, mat or cot shall be occupied by only one infant at a time. Each infant's bedding shall be used for him/her only. Such bedding shall be replaced when wet or soiled, or when the crib, mat or
cot is to be occupied by another infant. The calculation of indoor activity space for infants shall not include space designated and used for cribs. The sleeping
area for infants shall be physically separate from the indoor activity space.
Cots used for napping shall be maintained in a safe condition. Constructed of foam at least 3/4 inch thick. Covered with vinyl or similar material that can be wiped. Marked or colored so that the sleeping side can be distinguished from the floor side. Wiped with a detergent/disinfectant weekly or when soiled or wet.

LPA advised applicant that mats shall be maintained in a safe condition with no exposed foam. Each cot or mat shall be equipped with a sheet to cover the cot or mat and, depending on the weather, a sheet and/or blanket to cover the child.

The applicant shall provide a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities.

LPA observed changing tables with a padded surface no less than one-inch thick and covered with washable vinyl or plastic having raised sides at least three inches high. Be maintained in good repair and safe condition. While in use, be placed within arm's reach of a sink. Not be located in the kitchen/food-preparation area.

Restrooms:

LPA observed toilet and hand washing sinks to be maintained in safe and sanitary operating condition. Additional equipment, aids and/or conveniences shall be provided as needed in centers that serve children with physical disabilities.

The sinks were observed to disperse cold water only for hand washing.

LPA advised there shall be a minimum of one hand washing sink to every 15 infants and one potty chair to every five infants being toilet trained.

Outdoor:

Outdoor activity space was observed to be physically separate from space used by children in the preschool child care center component.

LPA observed a shaded rest area for the children free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard.

The outside areas around and under high climbing equipment, swings, slides and other similar equipment were observed to be cushioned with material that absorbs falls.

The playground was observed to be enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high.

Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. This shall include, but not be limited to, incinerators, air- conditioning equipment, water heaters, and fuse boxes.

There were no bodies of water observed at the facility.

Health Related Services:

Medications are stored in a locked box located in the office area. A refrigerator is available to store any medication that requires refrigeration.

The applicant has developed and implemented a written plan to record the administration of prescription and nonprescription medications and to inform the child's authorized representative daily when such medications have been given.

Food Service:

Per applicant parents provide all food and bottles. Prior to the infant's first day at the center, the infant care center director or assistant director shall complete a needs and services plan for the infant. High chairs or other appropriate seating equipment shall be used to seat infants during feeding. Infants who are unable to sit unassisted in a high chair or other seating equipment shall be held by a staff person or other adult for feeding.

LPA observed bottles, dishes and containers of food brought by the infant's authorized representative are labeled with the infant's name and the current date. The infant care center shall not serve honey or corn syrup to any infant.

Pesticides and other similar toxic substances shall not be stored in food storerooms, kitchen areas, food-preparation areas, or areas where kitchen equipment or utensils are stored.

Soaps, detergents, cleaning compounds or similar substances shall be stored in areas separate from food supplies.

Food-preparation and storage areas were observed to be clean and free of litter and rubbish, measures shall be taken to keep all such areas free of rodents and other vermin. LPA adsived that the food-preparation area shall not be used for: Children's play activities, unless such activities are part of a supervised food-education program.

LPA observed the following postings in a prominent, publicly accessible location in the center. LIC 613A (9/96) ,PUB 393 (8/02), Child Care Center Notification of Parents' Rights and LIC 610 Disaster Plan.

LPA advised the licensee shall reveal each child care center license number in all advertisements in accordance with Health and Safety Code Section 1596.861.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with applicant the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California..

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
