On 09/19/2023 Licensing Program Analysts (LPA) Laticia Thompson and Deborah Lowe, Licensing Program Manager (LPM) met with Applicant, Michelle Petrov. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 28 children present during this inspection. This is an application for 38 children ages 2 through entry into kindergarten. The child care center will operate Monday – Friday 6:30 a.m. – 6:00 p.m. The fire clearance was approved on 03/21/2023. Applicant has a pending application for an Infant License #195700094.

LPA Thompson and LPM Lowe toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 3 classrooms. Children will have access to 6 sinks and 3 toilets.

Classroom measurements are:

The Indoor total measurements contain a total of 1448.98 square feet, which will accommodate Applicant’s request for 38 preschool children.

Outdoor Play measurements are:

Outdoor total measurements contain a total of 2775.55 square feet, which will not accommodate Applicant’s request for 38 preschool children. Applicant will provide a waiver to accommodate children outdoor activity space.

Indoor/Children’s Area:

All outdoor and indoor passageways and other areas of potential hazard were observed to be free of obstruction. The child care center was observed to be clean, safe, sanitary and in good repair. Floors of all rooms have a surface that is safe and clean. The facility has central air-conditioning and heating to maintain a comfortable temperature for children. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate. LPA observed that each child has an individual permanent or portable storage space for his/her clothing, personal belongings and/or bedding. All materials and surfaces accessible to children, including toys, were observed to be free of toxic substances.

LPA advised applicant of Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

LPA reviewed lead testing results conducted on 12/2022. LPA provided applicant with Lead Written Directives on how to submit documentation to the department.

LPA observed filtered bottled water containers and children personal water bottle containers readily available indoors of the facility. Applicant stated children water bottles are filled with filtered water and readily available during outside activity time.

The applicant shall take measures to keep the center free of flies, other insects, and rodents.

All containers used for storage of solid wastes, including moveable bins, were observed with tight fitting lids. There are no fireplaces and open-faced heaters located inside the facility. All window screens are in good repair and free of insects, dirt and debris.

Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children are stored inside a locked cabinet located in the staff break room. LPA observed first-aid supplies are in a cabinet located in the staff restroom and the children restroom. The first aid supplies are inaccessible to children . LPA observed a current edition of a first-aid manual, sterile first-aid dressings, bandages or roller bandages, adhesive tape, scissors, tweezers, thermometer, and antiseptic solution.

The licensee shall be responsible for ensuring that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted.

Applicant stated the office will be used as the isolation area to isolate and care for any child who becomes ill during the day. The isolation area shall be equipped with a mat, cot, couch or bed for each ill child.

LPA observed an operable carbon monoxide detector located in the Prek Room. The facility has working telephone service on the premises. The facility has sign-in and out sheets located at the entrance of the facility.

Smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b).

There shall be at least 35 square feet of indoor activity space per child based on the total licensed capacity.

Napping:

Facility uses napping mats that were observed to be maintained in a safe condition, constructed of foam at least 3/4 inch thick, covered with vinyl or similar material that can be wiped, marked or colored so that the sleeping side can be distinguished from the floor side. Applicant stated mats are wiped with a disinfectant weekly. Bedding is sent home weekly and returned on the following Monday. Page 3 of 7

Restrooms:

All toilets, handwashing and bathing facilities shall be maintained in safe and sanitary operating condition. Additional equipment, aids and/or conveniences shall be provided as needed in centers that serve children with physical disabilities.

Children restrooms are located in the 3 years old classroom. LPA observed 3 toilets and 3 sinks. LPA observed a changing table in the 2 year old room. The facility does not use hot water temperature. All classrooms are equipped with sinks for children and staff.

Outdoor:

The facility has a canopy tent that provides a shaded rest area for the children. The outdoor area was observed to be free of hazards including, but not limited to, holes, broken glass and other debris. The preschool area is entirely surrounded with artificial turf. There is additional cushioning to absorb falls under the climbing apparatus.

The playground area is enclosed by a fence to protect children and to keep them in the outdoor activity area. LPA observed the fencing is at least five feet high.

LPA advised that any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. This shall include, but not be limited to, incinerators, air- conditioning equipment, water heaters, and fuse boxes.

There are no bodies of water located on the facility premises.

Health Related Services:

Medications shall be kept in a safe place inaccessible to children. A refrigerator shall be used to store any medication that requires refrigeration.

LPA advised the applicant the facility is required to develop and implement a written plan to record the administration of prescription and nonprescription medications and to inform the child's authorized representative daily when such medications have been given.

Food Service:

Per applicant parents can bring food from home or purchase meals from an outside vendor. Applicant provides am and pm snacks. Pesticides and other similar toxic substances shall not be stored in food storerooms, kitchen areas, food-preparation areas, or areas where kitchen equipment or utensils are stored. Soaps, detergents, cleaning compounds or similar substances shall be stored in areas separate from food supplies. Food-preparation and storage areas were observed to be clean and free of litter and rubbish, measures shall be taken to keep all such areas free of rodents and other vermin. LPA adsived that the food-preparation area shall not be used for: Children's play activities, unless such activities are part of a supervised food-education program.

Postings:

LPA observed the following postings in a prominent, publicly accessible location in the center. LIC 613A (9/96) ,PUB 393 (8/02), Child Care Center Notification of Parents' Rights and LIC 610 Disaster Plan.

LPA observed a monthly menu posted at the entrance of the facility where parent sign children in and out. Menus are also located in each classroom. LPA advised applicant that copies of the menus shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.

The applicant was advised to post signs at the entrance to the child care center that provide the telephone number of the local health department and information on child passenger restraint systems pursuant to Health and Safety Code section 1596.95(g) and Vehicle Code sections 27360 and 27360.5 FORM: LIC 610

LPA observed a disaster and mass casualty plan of action.

LPA advised the licensee shall reveal each child care center license number in all advertisements in accordance with Health and Safety Code Section 1596.861

Facility does not provide transportation.

The following items were discussed:

Applicant, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Applicant, was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California..

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
