On 06/19/2024, Licensing Program Analyst (LPA) Doris Whitmore conducted an announced inspection with applicants Karen Mkrtumyan and Manushak Mkrtuyman for the purpose of a pre-licensing inspection. The purpose of this inspection is to ensure the standards for a Family Child Care Home are being met in accordance with California Title 22 Regulations and California Health and Safety Codes. The applicant's are applying for a small family child care license with a max of 8. Applicant's guided LPA on a tour of the home inside and outdoors. Per, the applicant's, operation hours are Monday- Friday 7:30a.m. -6:00p.m. Applicant's will provide breakfast, lunch, snack and dinner. Applicant's was informed that any changes to ages, hours, days of operation shall be submitted to the department for approval prior. The areas identified on the facility sketch were inspected. LPA Whitmore stressed the importance of residing in the home where the daycare will operate. This is a one story home that consists of 3 bedrooms, 2 bathrooms, kitchen, livingroom, laundry area, detached garage,and play yard for the children. The areas that are accessible to the children are as follows: Living Room, 1 Bedroom, and 1 Bathroom, and play yard. The off- limits areas are as follows: 2 Bedrooms, 1 Bathroom, Kitchen, Laundry Area. The LPA observed the Property Owner/ Landlord Notification form (LIC) 9151) that the applicant's confirms was provided to the property/owner/landlord. The applicant's obtained a Signed Property Owner/ Landlord Consent form (LIC9149).A copy of the tax deed is on file. Aarat, Karen, and Manushak resides in home.

The home was inspected for safety, comfort, cleanliness, telephone services, heating ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children in care. There is house in the front and the home where the daycare will be provided is in the back. Parents will enter from the front gate and walk to the back where the day care will be provided. Per applicant's the gate will be opened during the hours of 7:30 a.m. to 6:00p..m. Upon entry to the the home to the left is the parent board. The main day care will be in the living room. LPA Whitmore observed a Thick foam exercise gym flooring tile, a shelf with different age appropriate toys,manipulatives, doll house,stroller,high chairs for the infants. nets., dishwasher. On the cabinets LPA observed Furniture strap locks. In the cabinet at the top LPA checked the First Aid kit that had all required supplies for the day care. Once you enter out the kitchen and make aright, there is a hallway. Before entering the hallway there is a white security gate. To the left is the washing machine and dryer. Next to the washing machine and dryer is the bedroom. In the bedroom, LPA Whitmore observed one bed, walk in closet and bathroom. Next to the bedroom is the 2nd bedroom that the children will be using for the day care. LPA Whitmore observed 1 crib,6 cots for napping, and a small blue chair. LPA did not observe a changing table for the infants.The outside of the closet has mirrors. LPA Whitmore discussed the safety of children napping in the bedroom with the mirrors. Next to the 2nd bedroom is the bathroom that the children will be using. In the bathroom on the cabinets were furniture strap locks on them. LPA Whitmore observed a shower, sink and toilet. The last bedroom had one bed and a closet. There was a 2A-10 B:C Fire Extinguisher mounted to the wall with a black safety straps. During the inspection LPA Whitmore did not observe any pets, weapons, ammunition, or bodies of water. The smoke detector and carbon monoxide were tested, and working properly. LPA Whitmore did not observe any bodies of water to the left or right of the home. The outdoor area was inspected there was a gray square sun shade sail. The yard has a white fence all around.
Applicant's was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with applicant's the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.LPA discussed the safe sleep regulations with [applicant, licensee, or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On this date, 06/19/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses.
Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

[Applicant's was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
