On 06/15/2023 Licensing Program Analysts (LPAs) Deborah Lowe and Lilia Henandez met with Regional Manager, Kim Thorstenson-Root and Director, Debbie Leaf. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as requires by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were no children present during this inspection. This is an application for 54 infants, ages 0 months to 24-months. The child care center will operate Monday – Friday 7:30 a.m. – 6:00 p.m. The fire clearance was approved on 06/08/2023. Applicant has a pending applicant for a Preschool License #195700112.

LPAs Lowe and Hernandez toured and measured the on-limits areas and classrooms located at the facility. Facility is located on Warner Brothers Lot. The designated infant classrooms will be rooms 131, 136, 151, 156, and 171. Children will have access to 9 sinks and 2 toilets.

Classroom measurements are:

Indoor total measurements: 3,237.47 square (sq) feet (ft) divided by 35 sq ft = 92 infant.

Application for infant license is for 54 infants.

Outdoor Play measurements are:

Outdoor total measurements: 2,728.62 sq ft divided by 75 sq ft = 36 infants.

Applicant provided LPAs with an outdoor waiver request for the infant play yard during visit.

Indoor/Children’s Area:

Indoor activity space for infants was observed to be physically separate from space used by children in the child care center components.

obstruction. The child care center was observed be clean, safe, sanitary and in good. Floors of all rooms have a surface that is safe and clean. A comfortable temperature for children was observed. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. All play equipment and materials used by children were observed to be age-appropriate. LPAs observed individual storage space for children’s clothing, personal belongings and/or bedding. All materials and surfaces accessible to children, including toys, were observed to be free of toxic substances.

Toys were observed to be safe, with no sharp points or edges or splinters, or be made of small parts that can be pulled off and swallowed. Rattles were observed be large enough so that they cannot become lodged in an infant's throat and constructed so that they will not separate into small pieces. Classrooms were observed with access to choke tube to ensure items are of the appropriate size for the age of the children.

Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. Facility is a new building, built in 2022 per architect plans.

All containers used for storage of solid wastes, were observed to have a tightfitting cover, in good repair; and was observed to be leakproof and rodent-proof. No fireplaces or open-faced were observed at facility. Window screens were observed to be in good condition.

LPAs advised disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children shall be stored where inaccessible to children. Storage areas for poisons shall be locked. LPAs observed a current edition of a first-aid manual, sterile first-aid dressings, bandages or roller bandages, adhesive tape, scissors, tweezers, thermometer, and antiseptic solution.

Isolation area was observed in the office area to care for any child who becomes ill during the day. The isolation area was observed to afford easy supervision of children by center staff. The isolation area shall be equipped with a mat, cot, couch or bed for each ill child. LPAs advised the isolation area shall not be located in the kitchen area or the general-use toilet area. page 2 of 6

Facility has a fire life safety system that includes carbon monoxide detectors.

LPAs advised the facility shall be responsible for ensuring that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted.

LPAs advised smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b). A baby walker shall not be allowed on the premises of a child care center in accordance with Health and Safety Code Sections 1596.846(b) and (c).

Napping:

LPAs observed two infant classrooms equipped with nine cribs in each room for each infants who are unable to climb out of a crib. Three infant classrooms were observed with cots. Cribs and crib area was observed to not limit the ability of staff to see the infant. Crib mattresses were observed to be covered with vinyl or similar moisture-resistant material. Crib mattresses were observed to be maintained in a safe condition with no exposed foam, batting or coils. LPAs advised each crib or cot shall be occupied by only one infant at a time.

Each infant's bedding shall be used for him/her only. Such bedding shall be replaced when wet or soiled, or when the crib, mat or cot is to be occupied by another infant.

The calculation of indoor activity space for infants does not include space designated and used for cribs. The sleeping area for infants was observed be physically separate from the indoor activity space.

Cots used for napping were observed to be maintained in a safe condition. LPAs advised cots shall be wiped with a detergent/disinfectant weekly or when soiled or wet. Each cot shall be equipped with a sheet to cover the cot or mat and, depending on the weather, a sheet and/or blanket to cover the child.

Infant Changing Tables

Have a padded surface no less than one-inch thick and be covered with washable vinyl or plastic. Have raised sides at least three inches high. Be maintained in good repair and safe condition. While in use, be placed within arm's reach of a sink. Not be located in the kitchen/food-preparation area. Changing tables were observed within each classroom and on infant play yards with sink within arm’s reach.

Restrooms:

All toilets, handwashing and bathing facilities were observed to be maintained in safe and sanitary operating condition. Additional equipment, aids and/or conveniences shall be provided as needed in centers that serve children with physical disabilities.

LPAs observed a designated restroom for use by children who are ill, for use by staff, and for emergency use located in the front office area. This toilet and handwashing fixture was observed to be conveniently located in relation to the isolation area.

LPAs advised there shall be a minimum of one hand washing sink to every 15 infants and one potty chair to every five infants being toilet trained.

Outdoor:

Facility has two infant outdoor play areas. Infant play yards are located on the side of the building just outside rooms 131, 136, 151, 156, and 171.

Shaded rest area for the children is available on each play yard. LPAs observed outdoor play yards to be free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard. The areas around and under high climbing equipment, slides, and other similar equipment was observed be cushioned with material that absorbs falls. LPAs advised sandboxes shall be inspected daily and kept free of hazardous foreign materials.

The playground was observed to be enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence was observed to be at least four feet high.

Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. This shall include, but not be limited to, incinerators, air- conditioning equipment, water heaters, and fuse boxes.

No bodies of water were observed at the facility.

Health Related Services:

Food Service:

LPAs advised prior to the infant's first day at the center, the infant care center director or assistant director shall complete a needs and services plan for the infant. High chairs or other appropriate seating equipment shall be used to seat infants during feeding. Infants who are unable to sit unassisted in a high chair or other seating equipment shall be held by a staff person or other adult for feeding.

Bottles, dishes and containers of food brought by the infant's authorized representative shall be labeled with the infant's name and the current date. The infant care center shall not serve honey or corn syrup to any infant.

Facility has a full-service kitchen. Per facility representative, lunch will be catered, and the kitchen will be used for warming lunch and preparing snacks.

LPAs advised pesticides and other similar toxic substances shall not be stored in food storerooms, kitchen areas, food-preparation areas, or areas where kitchen equipment or utensils are stored.

LPAs advised soaps, detergents, cleaning compounds or similar substances shall be stored in areas separate from food supplies.

Kitchen, food-preparation and storage areas were observed to be kept and free of litter and rubbish; and measures have been taken to keep all such areas free of rodents and other vermin.

LPAs advised the food-preparation area shall not be used for: Children's play activities, unless such activities are part of a supervised food-education program.

The following items were discussed:

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
