Licensing Program Analyst (LPA) Amelia Morales conducted an unannounced site visit to this facility to deliver findings on the above-mentioned allegations. Upon arrival, LPA Morales was greeted by Licensees Assistant Guadalupe Lopez. Guadalupe, let LPA Morales inside the facility, while she grabbed Licensee Sigalit Levi. LPA Morales stated the purpose of this visit and was guided on a tour of the facility. A census was taken there were 10 children during the time of the visit.

During the course of the investigation LPA Morales toured the facility, made observations, interviewed staff, recorded a video, and collected the children's roster.

-Pertaining to the allegation, “adult in the home yelled racial slurs in the presence of day-care children.”

Per the Reporting Party (RP), stated that “an adult in the day-care home verbally harassed RP by shouting Hebrew slurs from the yard.”

During a interview with RP, LPA Morales asked when the yelling occurred. Per the Reporting Party the yelling occurred December 19, 2025 at 5:20PM. LPA Morales conducted interviews with 3 Staff. During staff interviews LPA Morales asked Staff 1 (S1) what the facilities hours of operation are. S1 stated the hours of operations are Monday through Thursday from 8:15AM-3:30PM. Parents begin pick up around 3:15PM and Fridays from 8:15AM-1:30 PM, due to Shabbat. Therefore, there were no children in care during the time the yelling occurred.

-Pertaining to the allegation, "Licensee yells a daycare children. "

Per the Reporting Party (RP), mentioned that “Licensee has been heard yelling at the children in an inappropriate manner.”

LPA Morales conducted 3 staff interviews during the investigation. LPA Morales asked Staff 2 (S2) if they have ever witnessed any inappropriate behavior or actions towards children by others. S2 stated no they have not. LPA Morales went on two separate visits 5/22/2025 and 7/01/2025, and did not observe Licensee yell at the day-care children.

Therefore, based upon observations and interviews conducted the allegations above have been determined to be Unsubstantiated. The allegation may have happened or is valid, but there is not a preponderance of the evidence to prove that the alleged violation occurred.

Notice of Site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with Licensee Sigalit Levi.
