On 1/25/2024 Licensing Program Analysts (LPA) Laticia Thompson met with September Ewing, (Applicant/Director). The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 30 children present during this inspection. This is an application for a Single License with a Total capacity of 54; 12 infants ages 6 weeks -24 months and 42 Preschoolers. ages 2 years into entry of 1^st grade. The child care center will operate Monday – Friday 7:00 a.m. – 6:00 p.m. The fire clearance was approved on 11/1/2023. LPA toured and measured the on-limits areas. The facility has a total of 3 classrooms. Classroom 1 is dedicated to the infant program, classrooms 2 and 3 are dedicated to the preschool program.

Infant Indoor measurements are:

The Indoor total measurements contain a total of 496.98 divided by 35 square feet, will accommodate Applicant’s request for 12 infants. Based on today’s measurement the facility capacity limit for indoor space is 14 infants.

Preschool Indoor measurements are:

The Indoor total measurements contain a total of 1515.96 divided by 35 square feet will accommodate Applicant’s request for 42 Preschool children.

Infant Outdoor Activity measurements are:

The outdoor activity space total measurements contain a total of 386.94 divided by 75 square feet, will not accommodate Applicant’s request for 12 infants. Based on today’s measurement the facility capacity limit for outdoor space is 5 infants.

Preschool Outdoor Activity measurements are:

The outdoor activity space total measurements contain a total of 6,536 divided by 75 square feet, will accommodate Applicant’s request for 42 Preschool children.

Indoor/Children’s Area:

The following was observed.

Parents will enter and exit through the front entrance of the facility next to the office area and classroom #1.

Parents currently sign in and out manually. In the furture Director has a plan for parents to sign in and out electronically under the Pro Care application. For best practice purposes, LPA advised facility there should be a plan in place on how the records would be backed up, and how they would be made available in the event of a power failure or disaster.

Preschool children will have access to 4 sinks and 4 toilets.

There is a total of 4 cribs and one changing table.

Preschooler restrooms are located in classroom#2 and #3. Staff restrooms are located in entrance of the facility. All toilets and sinks were observed to be maintained in safe and sanitary operating condition. Hot water temperature controls were warm to touch.

The facility has filtered water dispensers where children can fill their personal water bottles for outdoor and indoor activities.

Furniture and equipment were observed to be maintained in good condition free of sharp, loose or pointed parts.

Tables and chairs were observed to meet the needs of the children. There are cots for napping. There are 4 cribs and 1 changing table located in the infant area. LPA advised director that Cribs shall not limit the ability of staff to see the infant. Have a padded surface no less than one-inch thick and be covered with washable vinyl or plastic. Have raised sides at least three inches high.

All play equipment and materials used by children were observed to be age-appropriate. Director will provide age guidelines for apparatus.

There are cubbies in all classrooms for storage of children clothing and personal belongings.

The classrooms have central air for heating and cooling. The classrooms were clean in good repair. Classrooms have adequate lighting. Windows were in good repair free of chipping paint, dirt, insects, or debris. LPA observed trash cans with tight fitting lids. LPA advised applicant to replace trash bin in kitchen with a tight fitting lid.

The facility is equipped with landline telephones service located in the office, room 1 and room 2.

Disinfectants, cleaning solutions, and other items that are dangerous to children are stored inaccessible to children.

Ill children will use the office and the staff restroom for isolation. The isolation area is equipped with a cot for ill children and shall be supervised by staff.

The applicant was advised to develop and implement a written plan to record the administration of prescription and nonprescription medications, to inform the child's authorized representative daily when such medications have been given. Medication will be stored in the locked teachers cabinet inaccessible to children. Medication that requires refrigeration will be stored in the kitchen refrigerator inaccessible to children.

The program provides snacks. The kitchen and food-preparation storage areas were observed to be clean and free of litter and rubbish. The refrigerator located in the kitchen does not have a thermostat to maintain temperature regulation. Menus are in writing and are posted in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.

All foods or beverages that require storage at a temperature of 45 degrees will be stored in the refrigerator located in the kitchen, infant room and classroom 3. LPA did not observe thermostats to regulate storage temperature.

The required postings were posted in the entry area for parents and visitors to review. Facility does not have a disaster and mass casualty plan of action.

LPA did not observe any bodies of water on the premises. The facility does not provide transportation. Director stated there are no fire arms on the premises.

LPA reviewed and provided applicant will copies and posters of infant safe sleep, infant needs and service plans, infant sleeping equipment regulations.

Outdoor

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space has natural grass, wood chips, sand and rubber platforms for cushioning to prevent injury from falls. The outdoor activity space was observed and maintained in good condition LPA observed some hazards please see plan of corrections at the end of report. There is adequate shade in the outdoor activity areas. LPA observed benches for resting. Applicant was advised to inspect sandbox and outside are that contain sand daily to ensure areas are free of any hazardous foreign material.

The following items were discussed:

The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Child Care Center testing deadline has not past.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and
administrative records.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following corrections are needed before a licensure will be considered.

Director will request a waiver to share outdoor activity space between infants and 2 year olds play area.
Place a thermostat in refrigerators located in the kitchen, infant room and classroom 3.
Replace trash can in kitchen
Provide a disaster and mass casualty plan of action.
Place barriers on outdoor activity space with stair casings.
Provide cushioning or a barricade preventing access to the meter on wall in garden area and water hose spigot in the paved preschool area. Refurbish or remove cabinet in garden area. Removal of tree branches on gate that can cause splintering.

Recommendations; remove and store ceramic plant pots.
