32 | LPA Lipsey did not observe a working carbon monoxide. The smoke detector was located in the living room and family room; LPA was able to hear a successful test. Fire extinguisher was observed in the kitchen, but it did not have record of service. Electrical outlets were observed to be inaccessible to children in care with electrical cap covers. The home was observed to be clean and orderly with heating and ventilation. LPA observed safe toys, play equipment, and materials. LPA verified the home has a working cell service.
LPA observed an in-ground pool located in backyard. Pool was observed to be inaccessible by the use of surrounding the pool with a mesh fence on 1 side, the ADU on the left side, the property wall on the back and right side. The spacing between railings is no more than 4 inches. The distance between the ground and the bottom of the fence is 3 inches from the hard surface (concrete) which is 1 inch more than allowed. The mesh fencing is compliant with the American Society for Testing and Materials (ASTM) International Standard F2286.The mesh fencing is sturdy and capable of withstanding the impact of children's toys including bicycles and does not readily bend upon Impact. The fence was observed to not obscure the pool from view. Pool gate was observed to swing away from the pool, self-close, and have a self-latching locked device located no more than six inches from the top of the gate. The outside surface is free of protrusions, cavities, or other physical characteristics that would serve as handholds or footholds that could enable a child to climb over.
The LPA observed a pool alarm that was inoperable because the water did not reach it. LPA did not observe the 17-inch US coast guard approved life ring that is required. LPA did observe the 12-foot rescue pole with body hook. Per staff a daily inspection of the drowning prevention safety features and safety equipment were being done and documented, but nothing was being down about the water level being able to reach the alarm.
LPA observed the outdoor area to be fenced and free from hazards with multiple play equipment in good repair. LPA did not observe any other bodies of water on the premises. LPA did not observe any pets on the premises.
Children’s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunizations Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents’ Rights, LIC 9151 Parent Notification, LIC 9227 Individual Infant Sleeping Plan and 15 minute logs for infants. One infant child did not have records nor immunizations to review and the 15-minute sleep checks were not being documented.
