On 7/3/2025, Licensing Program Analyst (LPA) Suzette Ornelas conducted an unannounced follow up complaint inspection for the purpose of delivering findings for the above-mentioned allegations. Upon arrival, LPA was greeted and let into the facility by Licensee, to whom the reason for the inspection was announced. LPA toured the facility and observed 3 daycare children and 2 adults.

During the course of the investigation, LPA Ornelas made observations, obtained documentation in the form of children’s roster, and conducted interviews with Staff, Parents, other individuals and children in regard to the above allegations.

-Pertaining to the allegation that - Licensee is operating over capacity
According to Staff interviewed during the course of the investigation there are never more than 6 children in care lately.

According to Parents interviewed during the course of the investigation, they have never observed more than 4 or 5 children in care.
According to Adult 4 (A4) interviewed during the course of the investigation they are not sure how many children are present but as far as noise level goes one would not know there was a day care.

-Pertaining to the allegation that - Licensee yells at children in care
According to Staff interviewed during the course of the investigation children are never yelled at, they are spoken to. They further stated that there is no need to yell at them.
According to Parents interviewed during the course of the investigation, they have no concerns regarding the quality of care their children are receiving while at the children while at the Family Child Care (FCC). Parents stated that their children like attending the FCC and are very happy during drop off and upon pick up.
According to A4 interviewed during the course of the investigation, they family living there are wonderful people and have no concerns, and have never heard any concerning noise.

-Pertaining to the allegation that - Licensee handles children in a rough manner
According to Staff interviewed during the course of the investigation children are treated well and are happy.
According to Parents interviewed during the course of the investigation, their children have never been in trouble. Parents stated that their children like the FCC. Parents stated that the providers treat their children are happy when being dropped off and picked up.
According to A4 interviewed during the course of the investigation they have never observed anything concerning.

-Pertaining to the allegation that - Licensee does not supervise children in pool area.
According to Staff interviewed during the course of the investigation pool gate remains closed and children are not allowed inside the pool because it is not safe.
According to Parents interviewed during the course of the investigation, they stated that there is a gate present around the pool so children do not have access. parents further stated that their children do not use the pool.
According to A4 interviewed during the course of the investigation they have not observed children inside the pool during day care hours.

-Pertaining to the allegation that - Licensee hits children in care
According to Staff interviewed during the course of the investigation children are treated fairly and spoken to if they misbehave.
According to Parents interviewed during the course of the investigation, parents stated that the children like their teachers and want to stay with their teachers upon pick up.
According to A4 interviewed during the course of the investigation they have never heard a child cry and have no reason to be concerned at the quality of care. A4 further stated that they believe it is retaliation from a problematic neighbor.

Based on the evidence as documented above, the allegations have been determined to be Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.

A notice of site visit was given and must remain posted for 30 days.
