On 06/06/2024 Licensing Program Analysts (LPA) Laticia Thompson met with Natalie Anguiano, Director. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were no children present during this inspection. This is an application for a Single License with a Total capacity of 30 Preschoolers, ages 2 years into entry of the 1st grade. The childcare center will operate Monday – Friday 7:00 a.m. – 6:00 p.m. LPA toured and measured the on-limits areas. The fire clearance was approved on 1/03/2024. The facility has a one single room with a partition wall dividing the room into two classrooms. Children will have access to 4 sinks and 4 toilets.

Preschool Indoor measurements are:

The Indoor total measurements contain a total of 2,156.70 square feet which will accommodate Applicant’s request for 30 Preschool children.

Preschool Outdoor Activity measurements are:

The outdoor activity space total measurements contain a total of 5,013.00 square feet which will accommodate Applicant’s request for 30 children.

There is an operable carbon monoxide detector in the classroom. LPA observed fire extinguishers with an inspection date of 9/27/2023. LPA observed a First Aid Kit with the required materials including a handheld digital thermometer. The facility has filtered water dispensers and water pitchers where children can fill their personal water bottles for outdoor and indoor activities. There is central air and heating to maintain comfortable ventilation for children. There is a landline telephone and cameras in the facility.

Furniture and equipment were observed to be maintained in good condition free of sharp, lose or pointed parts. Tables and chairs were observed to meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate. There are cots for napping. There are cubbies for storage of children clothing and personal belongings. The classrooms were clean in good repair. Classrooms have adequate lighting, windows were in good repair free of chipping paint, dirt, insects, or debris. LPA observed trash cans with tight fitting lids. The required postings are posted in multiple areas where parents and visitors are able to review. The facility has a disaster and mass casualty plan of action.

Upon inspection of the children sinks LPA observed a hot temperature of water from the fixture. LPA advised director that hot water temperature controls shall be maintained to automatically regulate temperature of hot water delivered to plumbing fixtures used by children to attain a hot water temperature of not less than 105 degrees F (40.5 degrees C) and not more than 120 degrees F (48.8 degrees C). (see plan of corrections)

Ill children will use a room and restroom located near the entrance of the facility for isolation. The isolation area shall be equipped with a cot for ill children and shall be supervised by staff.

The applicant was advised to develop and implement a written plan to record the administration of prescription and nonprescription medications, to inform the child's authorized representative daily when such medications have been given. Medication will be stored in a cabinet located in the director’s office inaccessible to children. Medication that requires refrigeration will be stored in the kitchen refrigerator inaccessible to children.

The program provides breakfast, lunch and snacks. The kitchen and food-preparation storage areas were observed to be clean and free of litter, rubbish, rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. All foods or beverages that require storage at a temperature of 45 degrees will be stored in the refrigerator located in the kitchen. LPA observe thermostats to regulate storage temperature. Hazardous items are stored in the kitchen cabinet with a safety latch inaccessible to children. Menus are in writing and are posted in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.

The facility has a staff lounge near the front entrance of the facility and a staff restroom located in the hall area next to the kitchen area.

LPA informed director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Director was reminded that Upon licensure, Licensees shall reveal each childcare center license number in all advertisements.

LPA did not observe any bodies of water on the premises. Director stated there are no firearms on the premises. The facility does not provide transportation.

Outdoor
The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space has a platform for cushioning to prevent injury from falls. The outdoor activity space was observed and there were maintained in good condition. There is a climbing structure which is properly anchored and age appropriate for ages 2-5 years old per attached label. LPA observed a metal plate located in the grass area which can become a trip and fall hazard, please see plan of corrections.

There is adequate shade in the outdoor activity areas. LPA observed benches for resting. Applicant was advised to trim grass and weeds. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

The following items were discussed:



The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Lead testing was completed and all drinking samples were tested below the lead Action Level.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following corrections are needed before licensure will be considered.

· Barricade or cushioning of metal plate located in landscaped outdoor play area.
· Per director decision, Hot water fixture will be adjusted to prevent hot water from dispensing.

Corrections are due by 07/03/2024.

An exit interview was conducted with plan of corrected items discussed. LPA provided Natalie Anguiano, Director with appeal rights and a copy of this report. Final license determination will be made upon review by the Licensing Program Manager and corrections.
