25 | On 09/25/2024 at 9:10 AM, Licensing Program Analyst (LPA) Tatiana Bickham conducted an unannounced case management visit for the purpose of following up on Action Lead Exceedance (ALE), facility inspection. LPA met with Eliza Enbom, Director and toured the facility. During today’s visit there are 96 children and 24 teachers.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires all licensed Child Care Centers (CCC’s) constructed before January 1,2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every five years after the date of the first test.
Community Care Licensing was notified of the results of the Lead Water Testing conducted at the facility on 08/10/2024. The sample test for the water sinks located inside of Rooms 106, 301, and 302 identified on the facility sketch by letter “J”, "A", and "C" , tested at 8.3,18, and 12, bbp exceed allowable limit for lead. Test samples testing over 5.5 ppb and above is considered an exceedance.
During today’s visit LPA took pictures of the Water Faucet located in rooms 106, 301, and 302, covered with a plastic bag and “Do not use until removed by sampler” sign. Water outlet flushed (not in use), water conditioning for 3 weeks, all sinks are not in use. Per Director, the faucets in the classrooms were not used for drinking water or food preparations. Per Director the center uses a filtered water dispenser for drinking water.
LPA observed the lead exceedance results and notification letter that was sent out to parents posted on the parents board in the office for parents to view. The center will re-test their water by 10/19/2024.
Although Director sealed off faucets with plastic bags, labeled out of order for faucets in room 106, 301, and 302 to correct the issue, an Action Level Exceedance was still recorded and noted by a certified drinking water sampler indicating that there is lead in the water at the facility. Therefore, the following deficiency is being cited in accordance with California Code of Regulations Title 22.
