On 05/21/2024 Licensing Program Analysts (LPA) Laticia Thompson met with Hanna Weinstock, Director. The purpose of the visit was an unannounced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 153 children present during this inspection. This is an application for a Single License Conversion with a cross reference facility #1947494340. The applicant is applying for an increase in capacity of 182; 16 toddlers ages 18 months – 36 months and 166 Preschoolers ages 2 years into entry of 1st grade. The childcare center will operate Monday – Friday 8:00 a.m. – 5:00 p.m. LPA toured and measured the on-limits areas. The fire clearance was approved on 11/29/2023. The facility has a total of 11 classrooms. Classroom 1 will be dedicated to the Toddler Program and classrooms 2 – 11 will be dedicated to the preschool. Preschool children will have access to 12 sinks and 13 toilets. Toddlers will have access to 1 toilet 1 sink. There is 1 changing table located in the Toddlers restroom.

Toddler Indoor measurements


The Indoor measurements contain a total of 492.39 which will not accommodate Applicant’s request for 16 Toddlers. Based on today’s measurement the facility capacity limit for indoor space is 14 Toddlers.

Toddler Outdoor Play measurements


The outdoor activity space measurements contain a total of 358.50, which will not accommodate Applicant’s request for 16 Toddlers. Based on today’s measurement the facility capacity limit for outdoor space is a total of 4 toddlers.

Preschool Classroom measurements are:
The Indoor measurements contain a total of 5,743.84 which will not accommodate Applicant’s request for 166 children. Based on today's measurements the facility capacity limit for indoor space is a total of 164 children.

Preschool Outdoor Play measurements are:
The outdoor activity space measurements contain a total of 12,999.14 which will accommodate Applicant’s request for 166 Preschoolers.

The following was observed:

Parents will enter/exit through the main gate located on Robertson Blvd and the gate located in the alley next to the parking lot. Parents will sign in and out electronically under the ProCare application. The records are to be immediately printable upon request for inspection and audit by program staff. For best practice purposes, LPA advised facility there should be a plan in place on how the records would be backed up, and how they would be made available in the event of a power failure or disaster.

LPA confirmed that there is an operable carbon monoxide detector located in Classroom #1. LPA observed several fire extinguishers with an inspection date of 04/17/2024. LPA observed First Aid Kits in each individual classrooms with the required materials including multiple digital thermometers.

Furniture and equipment were observed to be maintained in good condition free of sharp, lose or pointed parts. Tables and chairs were observed to meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate. There are mats for napping. Director was advised to ensure staff is aware of colors used for sleeping side can be distinguished from the floor side. There are cubbies and hanging hooks for storage of children clothing and personal belongings. The classrooms were clean in good repair.

Classrooms have adequate lighting. Windows were in good repair free of chipping paint, dirt, insects, or debris. LPA observed trash cans with tight fitting lids.

The required postings are posted in an office area where parents and visitors are unable to review. LPA advised director to relocate posting in an area visibly accessible.



Per single license conversion, licensees shall reveal the updated childcare center license number in all advertisements.

Outdoor

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space has cushioning to prevent injury from falls. The outdoor activity space was observed and there were maintained in good condition. There is adequate shade in the outdoor activity areas. LPA observed benches for resting. Applicant was advised to inspect sandboxes daily and should be kept free of any hazardous foreign material. LPA did not observe any bodies of water on the premises.


LPA advised applicant of the following regarding the Toddler Program:

101216.4(a)(1) Preschool Program with Toddler Component A child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.

The following items were discussed:

The director reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Child Care Center documentation reviewed by LPA revealed there are no exceedance of the 5 ug/l action level identified at the Piper Preschool and the AB2370 requirements are met.

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
