On 02/18/2024 Licensing Program Analysts (LPA’s) Laticia Thompson and Suzette Ornelas met with Lisa Whitman, Director. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 128 children present during this inspection. This is an increase in capacity application for 195 children; 20 Toddlers ages 18-36 months and 175 Preschooler ages 2 – entry into the 1^st grade. The child care center will operate Monday – Friday 8:00 a.m. – 5:00 p.m. The fire clearance was approved on 02/12/2025. LPA's toured and measured the on-limits areas. The facility has a total of 15 classrooms, 2 specialty rooms 3 social halls and a library. Children will have access to 16 sinks 19 toilets and 3 urinals.

Toddler Classroom measurements are:

The Indoor measurements contain a total of 784.58 which will accommodate Applicant’s request for 20 Toddlers children.

Toddler Outdoor Play measurements are:

The outdoor activity space measurements contain a total of 920.50, which will not accommodate Applicant’s request for 20 children. Based on today’s measurement the facility capacity limit for toddlers is 12.

Preschool Classroom measurements are:

The Indoor measurements contain a total of 8,075.23 which will accommodate Applicant’s request for 175 Preschooler children.

Preschool Outdoor Play measurements are:

The outdoor activity space measurements contain a total of 13,291.45 which will accommodate Applicant’s request for 175 Preschool children.

Indoor/Children’s Area:

The following was observed.

Parents will enter and exit through the main doors located near the parking lot. Parents will sign in and out electronically under the Playground application. LPA advised facility there should be a plan in place on how such records will be immediately printable upon request for inspection and audit by program staff. For best practice purposes, facilities should have a plan in place on how records would be backed up, and how they would be made available in the event of a power failure or disaster. LPA reference director to review PIN 18-03.1-CCP. The facility is equipped with landline telephones service located in the office and throughout the classrooms.

There are operable carbon monoxide detectors located in classrooms 113, 114 115, 116 and specialty room 112. Director stated carbon monoxide detectors will be installed in additional classrooms for precautionary purposes. Fire extinguishers where observed with an inspection date of 8/1/2024. Staff restrooms are in the teachers’ lounge and next to the social hall where adults may access also. The facility has a device attached to water faucets that filters water. Staff fills children personal water bottles for outdoor and indoor activities. LPA observed a First aid kit with the required materials including a handheld digital thermometer. Medication is stored in an office cabinet and refrigerator in accessible to children.

Ill children will use the administrator office for isolation. LPA observed trash cans with tight fitting lids. Director was advised to remove trash cans that do not have lids . Disinfectants, cleaning solutions, and other items that are dangerous to children are stored in cabinets located under the sink with safety locks.

The classrooms were clean in good repair. Classrooms have adequate lighting. Windows were in good repair free of chipping paint, dirt, insects or debris. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. There is a sufficient quantity and variety of age- appropriate play equipment in good condition. Tables and chairs were observed to meet the needs of the children. There are cubbies in all classrooms for storage of children clothing and personal belongings. There are mats for napping. LPA confirmed that mats are colored so that the sleeping side can be distinguished from the floor side. All play equipment and materials used by children were observed to be age-appropriate. The classrooms have central air for heating and cooling.

The required postings are posted in an area were parents and visitors can review. The facility does not have a disaster and mass casualty plan of action. The plan shall be in writing and shall be readily available with contingency plans for action during fires, floods and earthquakes.

The program provide snacks. The preparation and storage areas were observed to be clean and free of litter and rubbish. Menus are in writing and are posted in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request. There are refrigerator in each classrooms, some require a thermostat to regulate the temperature..

The facility does not provide transportation. The facility has armed guards inside and outside of the facility . Licensees shall reveal each child care center license number in all advertisements in accordance with Health and Safety Code Section 1596.861

Outdoor

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space has sand and artificial grass for cushioning to prevent injury from falls. LPA’s observed play equipment to be age-appropriate and in safe condition. Director stated children ages 3 and above will only have access to play apparatus located on the large play yard. The outdoor activity space was observed to be maintained in a safe condition and is free of hazards. There is adequate shade in the outdoor activity area. LPA observed benches for resting.

Director stated there are not any bodies of water on the facility grounds. LPA did not observe any bodies of water on the premises.

The following items were discussed:

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following corrections are needed before a licensure will be considered.

Toilet, sink and urinal in the blue restroom needs repair. Remove items that are stored in the restrooms.
Place thermostats in refrigerators.
Room 124 and 129 latches under sinks need to be replaced/repaired to prevent children from accessing cleaning solutions.
Repair paint chippings and place cushioning or protectant around water spigots in toddler play yard.
Remove trashcans that do not have lids.
Provide enough mats for children that attend during napping hours.
Provide pending documentation per Notice of Incomplete Application
