Licensing Program Analyst (LPA) Tatiana Bickham conducted an unannounced site visit on 06/1/2026 at 9:40 AM to Skrypnyk & Shevchuk Family Child Care (DayCare Landysh) to deliver findings on the above-mentioned allegation. Upon arrival, LPA met with Licensee, Larysa Shevchuk and explained the purpose of the visit. Licensee's primary language is Russian, Licensee's assistant provided translation. Other Licensee Anton Skrypnyk was not present during today's inspection. There were twelve (12) children observed at the time of the visit with two additional staff.

During the course of the investigation, interviews were conducted with the Licensee, staff, children, and parents. Copies of children's roster were obtained and reviewed.

Per Reporting Party (RP), the Licensee left day care children outside unattended, Licensee screams at day care children, and Licensee did not prevent adults from smoking on the premises.

Allegation: Licensee left day care children outside unattended

Per interview with the Licensee, children are always supervised while outside. The Licensee stated that either one or both assistants are outside with the children during outdoor activities.

Per interview with staff, staff stated that there is always someone outside supervising the children. Staff stated that both the front yard and back yard are used for outdoor play and that children are always supervised.

Parents interviewed did not express any concerns regarding the above allegation.

Per interviews with children, children stated that their friends and teachers are outside with them during outdoor play.

Per LPA observation, during a previous inspection, LPA arrived at the facility and observed one adult outside with a child while another staff member remained inside supervising children who were napping. LPA observed the staff member outside with the child throughout the inspection. During today's inspection, LPA observed staff outside supervising children. LPA did not observe any children left unattended.

Allegation: Licensee screams at day care children

Per interview with the Licensee, the Licensee denied the allegation and stated that they do not scream at children in care.

Per interview with staff, staff stated that they may speak to children in a loud voice when gathering or redirecting children, but not in an angry manner. Staff stated that they do not yell at the children.

Parents interviewed did not express any concerns regarding the above allegation.

Per interviews with children, children stated that staff speak nicely to them.

Per LPA observation, LPA observed staff speaking to children in a harsh tone. The facility's primary language is Russian, and staff were not speaking to the children in English, therefore, LPA was unable to determine the content of the communication. LPA observed that the children continued participating in activities and did not display signs of distress during the interaction.

Allegation: Licensee did not prevent adults from smoking on the premises

Per interview with the Licensee, the Licensee stated that no one smokes on the property.

Per interview with staff, staff stated that smoking is prohibited on the premises. Staff stated that no one smokes at the facility.

Parents interviewed did not express any concerns regarding the above allegation.

Per interviews with children, children stated that they have not observed anyone smoking at the day care.


Based on the investigation conducted, there is insufficient evidence to support the above-mentioned allegations to be true. Therefore, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are Unsubstantiated.

The Notice of Site Visit was provided and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Licensee Larysa Shevchuk and Appeals Rights provided.
