On 03/20/2025 Licensing Program Analysts (LPA) Laticia Thompson met with Sophie Robertson, Director and John Cornyn, Owner. The purpose of the visit was an unannounced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 51 children present during this inspection. This is an application for a Single License with a Total capacity of 52 Preschoolers. ages 2 years into entry of 1st grade. The child care center will operate Monday – Friday 8:00 a.m. – 3:30 p.m. LPA toured and measured the on-limits areas. The fire clearance was approved on 12/18/2024. The facility has a total of 8 classrooms. Classroom #3 and the small play yard are off limits areas that are dedicated to the Mommy and Me program. Preschooler will have access to 5 sinks and 7 toilets.

Preschool Indoor measurements are:

The Indoor measurements contain a total of 1,856.40 which will not accommodate Applicant’s request for 62 Preschool children. Based on today’s measurement the facility capacity limit for indoor space is 53 Preschoolers

Preschool Outdoor Activity measurements are:

The outdoor activity space measurements contain a total of 8,245.51, which will accommodate Applicant’s request for 62 children.

Parents will enter and exit through the front entrance door or the side gate next to the outdoor activity space.

Parents will sign children in and out electronically under the Bright wheel application. LPA advised facility there should be a plan in place on how such records will be immediately printable upon request for inspection and audit by program staff. For best practice purposes, facilities should have a plan in place on how records would be backed up, and how they would be made available in the event of a power failure or disaster. LPA reference director to review PIN 18-03.1-CCP.



The facility has filtered water fixtures where staff can fill children personal water bottles for outdoor and indoor activities. There are operable carbon monoxide detector located on the first and second floor of the facility. LPA observed fire extinguishers with inspection dates of 12/05/2024. LPA observed First Aid Kits with the required materials including a handheld digital thermometer.

Furniture and equipment were observed to be maintained in good condition free of sharp, loose or pointed parts. Tables and chairs were observed to meet the needs of the children. There are mats for napping maintained in a safe condition. LPA confirmed that mats or colored so that the sleeping side can be distinguished from the floor side. There is a sufficient quantity and variety of age- appropriate play equipment in good condition. There are cubbies for storage of children clothing and personal belongings. The classrooms located in main area have central air for heating and cooling. The detached rooms have individual units for heating and cooling. Classrooms were clean in good repair with adequate lighting. Windows were in good repair free of chipping paint, dirt, insects, or debris. LPA observed trash cans with fitted lids. The facility is equipped with landline telephones service. Disinfectants, cleaning solutions, and other items that are dangerous to children are stored in cabinets and closets in classrooms and restrooms. LPA advised facility representative to place safety latches or to place items in an area that is inaccessible to children.

All toilets, handwashing and bathing facilities are maintained in safe and sanitary operating condition. Hot water temperature controls are maintained within regulation.

The required postings are posted in an area for parents and visitors to review. Facility does not have a disaster and mass casualty plan of action. The plan shall be in writing and shall be readily available with contingency plans for action during fires, floods and earthquakes

The licensee shall be responsible for ensuring that children with obvious symptoms of illness are not accepted. The isolation area for Ill children will be located in the office on the second floor . The isolation area shall be equipped with a co/mat for ill children and shall be supervised by staff. The staff restroom is designated for children who are ill.

The applicant was advised to develop and implement a written plan to record the administration of prescription and nonprescription medications, to inform the child's authorized representative daily when such medications have been given. Medication will be stored in the office inaccessible to children. Medication that requires refrigeration will be stored in the refrigerator located on the second floor inaccessible to children.

The program provides snacks only, parents are responsible for lunch for children. The kitchen and food preparation storage areas were observed to be clean and free of litter and rubbish. All foods or beverages that require storage at a temperature of 45 degrees will be stored in the refrigerator. The refrigerator isn't equipped with a thermostat to regulate temperature control Menus are in writing and are posted in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.

The facility does not provide transportation. Firearms and other weapons shall not be allowed on or stored on the premises of a child care. Facility Representative stated there aren’t any bodies of water, firearms or weapons on the premises. Smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b). Licensees shall reveal each child care center license number in all advertisements in accordance with Health and Safety Code Section 1596.861

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. Areas around and under climbing equipment, swings, slides and other similar equipment has sand underneath for cushioning to prevent injury from falls. The outdoor activity space was observed and maintained in good condition LPA did not observe any equipment or hazards in the outdoor activity area. There is adequate shade and benches for resting in the outdoor activity area. Applicant was advised to inspect sandboxes daily to ensure areas are free of any hazardous foreign material. LPA did not observe any bodies of water.

The following items were discussed:



The director and applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

The following corrections are needed before a licensure will be considered.

Update LIC 200A include an alternate phone number.
Remove/replace trash cans they do not have lids.
Place safety latches and knobs on cabinets and closet that contain items that are dangerous to children.
Create a Mass Casualty and Disaster Plan.
Place a thermostat in refrigerators
Update facility sketch (off limits area, room numbers and add art room)
Make adjustments to art room to accommodate preschoolers.

Corrections are due by 04/02/2025

An exit interview was conducted with plan of corrected items discussed. LPA provided Sophie Robertson with appeal rights and a copy of this report. Final license determination will be made upon review by the Licensing Program Manager and corrections.
