At 8:25AM on 10/3/25, Licensing Program Analyst (LPA) Angela Luz conducted an unannounced complaint investigation to deliver findings on the allegation above. LPA toured the facility by themselves for census. LPA arrived during the drop off period and observed four infants with three staff and 13 preschool aged children with three staff. At 9:20 AM Licensee, Anna Baghramyan, arrived to the acility. LPA explained the purpose of today's visit with them.

Pertaining to the allegation: Licensee does not ensure children are provided care and supervision by qualified staff. Reporting Party (RP) alleged 4 staff do not have units to care for children in care.

Throughout the investigation, LPA obtained the children’s roster, personnel report, and sign in and out sheets. LPA reviewed teacher qualifications and conducted interviews and made observations.

In reviewing teacher qualifications on 8/20/25, LPA noted that 3 of 3 infant staff were missing infant/toddler units, and other required units to be fully qualified. LPA verified Staff 1 is enrolled in infant/toddler units but was unable to verify enrollment for Staff 2 and Staff 3. On 9/5/25, LPA observed Staff 5, a fully qualified infant teacher, working in a preschool room, while there were no qualified infant teachers working in the infant room. On 10/3/25, LPA observed three staff (Staff 1, 3 and 5) with four infants.

LPA noted one preschool staff (Staff 4) had 3 semester units, it taking 3 semester units, and is waitlisted for 3 semester units. LPA reminded director that prior to employment, a teacher shall meet the requirements of ... a teacher shall have completed, with passing grades, at least six postsecondary semester or equivalent quarter units of the education requirement specified in (c)(1) below, or...After employment, a teacher hired under (b) above shall complete, with passing grades, at least two units each semester or quarter until the education requirement specified in (c)(1) below is met. The education requirement for a fully qualified teacher is 12 semester or equivalent quarter units in early childhood education or child development with courses that cover the general areas of child growth and development or human growth and development; child, family, and community, or child and family; and program/curriculum.

Pertaining to the allegation: Staff does not ensure meals served to children are of adequate quantity and quality. RP alleged center provided meals were not well balanced, noting that they do not always contain a protein.

During the investigation, LPA obtained menus and recipe book, observed serving sizes, conducted staff, parent, and child interviews, and made observations.

LPA observed meal offerings on 9/5/25. AM snack was bagel, strawberries, and raspberries. Lunch was chicken noodle soup that included potato, carrot, and bell peppers.  Dinner was lentils, rice, apples, and carrots. Licensee and staff stated water is offered with all meals.

On 9/13/25 License sent LPA the recipes for review. The recipes and menus show that food group requirements are not being met for lunch or supper meal offerings as required in 101227 Food Service as multiple meal offerings are missing either one or a combination of the following food groups: vegetable, fruit, bread/bread alternative, meat/meat alternative.

Based on interviews, there is consistently leftover food in case anyone is hungry. LPA observed leftover food from breakfast, lunch, and dinner. Licensee offers snacks to children, but snack times are not listed on the menus. Licensee stated the same snacks are offered throughout the day.

Based on LPAs observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 Chapter 1 is being cited on the attached LIC 9099D.

A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.

LPA observed staff and children wash hands before and after meals. Some staff wear gloves when serving food. Eating surfaces are cleaned after meals. Leftover food is put in the fridge or thrown away. Dinner offerings are delivered by staff with lunch offerings, and is put in the fridge to be reheated later.

Pertaining to the allegations: Staff do not ensure children are spoken to in an appropriate manner and Staff handle children in a rough manner. RP alleged staff yell at children in care and staff pull on children's arms.

During the investigation, LPA obtained the children’s roster and personnel report. LPA conducted interviews, made observations. LPA learned through interviews that while some staff may have an increased volume of voice when trying to get children's attention, their message remains respectful. Child 4 (C4) demonstrated how Staff 5 (S5) speaks when a child does not listen. C4's demonstration showed that S5 was not yelling. Interviews indicated that children in care and their families feel close to their teachers.

On 9/5/25, LPA observed a preschool classroom where two children were crying after their parents dropped them off. S5 got on the child's level, spoke with them about the situation, took deep breaths with them, and child calmed. In the infant classroom, LPA observed Staff 3 (S3) tell a child to stop crying. Child continued to cry and S3 offered them a toy and began to describe it. Child stopped crying but was still making unhappy noises. S3 picked the child up under their armpits and carried them. The child calmed.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.
