On 7/24/25 at 9:30 Licensing Program Analysts (LPA) Veronica Diaz conducted an unannounced inspection to deliver the findings of the above-mentioned allegations. LPA met with director Tressa Mendoza and advised them of the purpose for the inspection. Together with the directors LPA toured the facility inside and outside. At the time of inspection there were 6 infants and 2 staff members.

The Department received a complaint alleging Child's diaper is not being changed throughout day, coyotes are getting inside the center/straight up to fence which isn’t high enough, child is not being fed throughout the day, and parking situation is unsafe

This investigation included 2 unannounced inspections, records reviews, interviews with the complainant, director, and parents.

LPA reviewed dipper changing logs, allegation of child's diaper not being changed throughout the day, the center reports that diaper changes are logged and recorded in an app accessible to parents. However, the center clarified that children aged 2 and older who are still in diapers are not included in the digital logging system. Staff check these children every 30 minutes or as needed and change them accordingly. The director stated that staff are also working closely with families to support potty training when the child shows readiness. Allegation of coyotes entering the center / fence height concern. The center has addressed this concern by replacing the existing fence with a higher one to prevent wildlife, including coyotes, from entering the premises. This corrective action was taken proactively to enhance safety for children and staff. allegation child not being fed throughout the Day. The director stated that children receive two snacks during the day and bring lunch from home. Feedings are documented, and staff encourage all children to eat but cannot force them to do so. For infants, feedings are provided on demand based on the child’s cues and aligned with the schedule provided by the family. Toddlers are also fed according to their needs, with attention given to each child’s individual schedule and developmental stage. Allegation parking situation is unsafe. The Department does not have jurisdiction over external parking lot conditions. However, the LPA did observe a designated parking area available for the child care center. The center may be encouraged to consult with property management or owners to address any safety concerns related to the parking lot. The center denied all allegations and parents are satisfied with the care and supervision provided by the center and have no concerns.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

No deficiencies were cited for today. Notice of site visit was given and must remain posted for 30 days. Appeal Rights were provided report was reviewed. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
