Licensing Program Analyst (LPA) Laticia Thompson conducted an announced case management licensee-initiated inspection for the purpose of a capacity increase. The applicant is requesting an increase to their infant license from 30 to 55 ages 0-24months Classroom 7,8 and 9 will be dedicated to the Infant Program. The hours of operation are Monday - Friday 7:00AM – 6:00PM. The fire clearance was approved on 2/26/2024. LPA met with Mary Kandilian, Director and toured the on- limit areas of the facility. Upon arrival there were 93 children present.

Indoor Classroom measurements are

The Infant Indoor total measurements contain a total of 1594.55 square feet, which will not accommodate Applicant’s request for 55 infants. Based on today’s measurement the facility capacity limit for indoor space is 45.

Outdoor Play measurements are:

The Infant Outdoor total measurements contain a total of 1946.90 square feet, which will not accommodate Applicant’s request for 55 infants. Based on today’s measurement the facility capacity limit for outdoor space is 25 infants.

Infants will have access to 3 sinks and 5 potty chairs.

The following was observed.

Parents sign in and out electronically under the Procare application. Providers are to ensure that such records are immediately printable upon request for inspection and audit by program staff. For best practice purposes, LPA advised facility there should be a plan in place on how the records would be backed up, and how they would be made available in the event of a power failure or disaster. LPA reference director to review PIN 18-03.1-CCP.

The facility has filtered water fountains to ensure water is readily available for indoor and outdoor activities. LPA reviewed Lead Testing Report that states no exceedances were found. LPA observed a fire extinguisher with inspection dates of 7/10/2024. There is an operable carbon monoxide detector on the premises. LPA observed a First aid kit with the required materials including a handheld digital thermometer.

Furniture and equipment were observed to be maintained in good condition, free of sharp, Loose or pointed parts. Tables and chairs were observed to meet the needs of the children. All play equipment and materials used by children were observed to be age-appropriate. There are cubbies for storage of children clothing and personal belongings. LPA observed 6 cribs and one changing table..

The program provides lunch and snacks from an outside vendor. The kitchen and food-preparation storage areas were observed to be clean and free of litter and rubbish. The refrigerator has a thermostat to maintain temperature regulation. Menus are in writing and are posted in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.

The facility has central air-conditioning and heating to maintain proper ventilation. The classrooms were clean in good repair. Classrooms have adequate lighting. LPA observed trash cans with tight fitting lids. The facility is equipped with landline telephones service in the classrooms and office area.

Medication is stored in the main office inaccessible to children. Medication that requires refrigeration is stored in the kitchen refrigerator inside lock box inaccessible to children.

The required postings are posted in a common area for parents and visitors to review. The main office will be used as an ill/isolation area. Ill children will use the restroom designated as an isolation toilet and sink.

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. Outdoor playground equipment is in safe condition, free of sharp, lose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is adequate shade and benches in the outdoor activity area.

The facility has an Incidental Medical Service plan in the event that services are needed. Facility has a Mass Casualty and Disaster Plan. LPA did not observe any bodies of water on the premises. There are no firearms on the premises.



LPA observed the disinfectants, cleaning solutions, and other items that are dangerous to children are stored in the custodial closet with a lock inaccessible to children.

The following items were discussed:

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed before a licensure will be considered. Corrections are due by

Proof of Potty chairs
Update facility sketch to reflect additional infant play yard
Outdoor waiver
Decrease in capacity to remove preschool classroom and add to infant license.
Place cushion around water sprouts in infant play area.

An exit interview was conducted with the above items discussed. A copy of appeal rights and this report was provided to the director. Final license determination will be made upon review by the Licensing Program Manager and correction of the above issues.
