25 | On January 30, 2025, LPA Villa amended the complaint to document the Type if Visit should reflect Case Management- Incident, rather than Office.
On January 24, 2025, Licensing Program Analyst (LPA) Annelise Villa met with Director Saundra Clemons and Assistant Director Megan Fletcher, who guided LPA on a tour of the facility. The purpose of this visit was to conduct a Case Management - Incident inspection regarding parent complaints to the facility regarding a 4-year-old boy in the same morning classroom with a 2-year-old daughter. This Unusual Incident was self-reported within the time frame specified by regulations. Upon arrival LPA observed 9 daycare children in care, along with 3 staff caring for them.
Description of incident: On December 24, 2024, facility had a Zoom scheduled meeting with Parent #1 to discuss concerns arising from age differences in classrooms. Per Health and Safety Code Section 1597.059, "preschool age children" means children who are enrolled in a child day care center licensed by the department and who are not enrolled in either an infant care center or a school age child day care center. Additionally, the facility license indicated the facility is licensed to serve children ages 2-5; Director indicated at the end of the day, preschool aged classrooms are combined, which does not violate Title 22 regulations. LPA reviewed facility roster and confirmed all children who are enrolled under the preschool license are within the licensed age range.
LPA Villa conducted interviews with staff involved. No deficiencies were cited during this inspection.
An exit interview was conducted and a copy of this report was provided to the Director, along with a Notice of Site Visit and her appeal rights. |
