32 | Throughout the course of the investigation, LPA Lipsey made observations of staff actively supervising children and the diaper changing procedure, obtained documentation in the form of a personnel roster, the LIC 9040 Child Care Facility Roster, diaper changing procedures, staff transcripts, and ouch reports from the Brightwheel App dated 10/21/24-10/31/24. LPA also interviewed the Assistant Director, four staff and six parents.
Pertaining to the allegation, Staff does not ensure a safe environment is maintained for infants in care.
Per the reporting party, there are too many babies in the class and the Children are constantly getting hurt. Per all staff interviewed in the Busy Bee class, they are always in ratio, with nineteen children and six teachers. Per title 22 regulations, there shall be a ratio of one teacher for every four infants in attendance. LPA observed the class to be in ratio. The five of the six parents interviewed stated they did not have any safety concerns. Parent #6 stated the only concern they had was the placement of the stairs near a fence where their child fell and hit their head. Per the Brightwheel App, 3 children bumped into each other while playing, 2 children had bike incidents, 1 child had been bitten and 3 children had balance incidents and fell. Although incidents occurred, there is no evidence to prove the children are not in a safe environment.
Pertaining to the allegation, Staff do not practice general sanitation procedures when changing infant diapers. Per the reporting party, they seen a couple of the teachers not change their gloves in between diaper changes. While conducting an inspection LPA walked in during the diaper changing time and observed the staff to put on gloves, place child on the table, change the diaper and follow all the diaper changing procedures. LPA observed the staff to change their gloves when it was time to change the next child. The five parents interviewed stated they did not have any diapering concerns. The 4 staff interviewed stated they follow the diapering changing procedures which states to put on gloves, wipe the child, discard gloves with the dirty diaper, put on more gloves to fasten the diaper, dress the child, then lastly, discard gloves to wash staff hands and the child’s hands. There is no evidence prove that staff are not changing gloves in between diaper changes.
