32 | Throughout the course of the investigation, LPA Lipsey made observations of staff actively supervising children, obtained a copy of the LIC 9040 Child Care Facility Roster, photos and interviews from the Director, six staff and six parents.
Pertaining to the allegation, Toxic substances are accessible to children in care. Per reporting party, they have seen bleach in reach of children. During LPA’s inspection, bleach was not seen near the children. LPA observed bleach to be in the locked cabinet high on the shelf. Per staff soap and water is used to clean, and if beach is used, it is before the children are present. Per the parents interviewed there were no disclosures of safety concerns.
Pertaining to the allegation Staff did not provide adequate supervision to children in care. Per reporting party, There is lack of supervision, teachers are always on their phones. During LPA’s inspection, Staff were observed actively supervising the children and cell phones were not seen being used. When asked for what reason would they have to be on the phone, staff stated the phone is used to document events that go on with the children. Staff have the Brightwheel App on the phone. This App is used to document sleep logs, diaper changes, ouch reports, feedings and they take pictures of the children to send to the parents. LPA observed Brightwheel messages to the parents from staff. The director stated the cell phone is used for Brightwheel purposes only and no complaints of personal cell use was known. Per staff they have not seen staff use the cell phones for personal use.
Based upon evidence obtained during this investigation, the allegations Toxic substances are accessible to children in care and Staff did not provide adequate supervision to children in care, have been determined to be Unsubstantiated. A finding that a complaint is Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation occurred.
Notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Adena Amalian.
