On 6/30/2022 at 1:00 pm Licensing Program Analyst (LPA) Deborah Lowe, conducted an unannounced Annual Required Inspection for the preschool with toddler option license. LPA met with Carol Bovill, Director of Early Childhood Education, and toured the facility indoors and outdoors. Days and hours of operation are Monday – Friday 7:45 a.m. – 5:00 p.m. Facility offers full and half day schedules for children.

Facility has a private elementary program on campus. The currently licensed Preschool rooms are 101, 102, 103, 104, 115, 118, 120, 121, 122, 124, 125, 126, 127 with the Toddler Option located in room 175. Facility has a current application for a capacity increase with the addition of two rooms and an additional outdoor play area. Facility has armed security at the facility. Facility has an armed guard waiver on file. LPA observed all cabinets in all classrooms with child proof locks making disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. No poisons were observed during the inspection.

LPA Lowe observed classroom furniture and equipment to be in good condition, free of sharp, loose or pointed parts. LPA Lowe observed the floors in the facility to be clean and safe. Playground equipment was observed to be in safe condition. The surface of the outdoor activity space was observed to be in a safe condition and is free of hazards. LPA Lowe did not observe any swimming pool or other bodies of water on the premises. LPA Lowe observed three outdoor areas, big yard, liner yard, and the toddler yard. Areas around high climbing equipment and slides have cushioning material to absorb falls. All toilets and handwashing facilities were observed to be in safe and sanitary operating condition.

LPA Lowe observed classrooms with kitchenettes for food preparation and storage, LPA observed kitchenettes to be are clean, free of litter/rubbish and free of rodents/vermin. Kitchenettes were observed with accordion doors or child proof gates making area inaccessible to children in care. LPA observed solid waste storage containers have tight-fitting covers and were observed in good repair. Drinking water is available both indoors and outdoors with the use of individual water bottles.

The facility was observed to be free of flies, insects and rodents. Facility has multiple carbon monoxide detectors that meet statutory requirements, LPA Lowe was able to hear a successful test.

Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. The name of the child care center director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department. Facility is currently using an electronic sign in/out system. LPA Lowe observed a parent checking in with the use of a QRS code. All children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care.

LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and emergency contacts, medical assessment, immunizations, and emergency medical treatment authorizations. LPA reviewed a sample of staff files and observed files were complete with health screening, immunization records for influenza, pertussis and measles and current documentation of completed mandated reporter training. Menus are posted at least one week in advance where an authorized representative can view them.

Incidental Medical Services (IMS) are currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
